I posted these links on the rail thread. I think they'll be useful here. The Trans-African Highway project was conceived as a means of bringing Africans closer. Lagos-Badagry Expressway was supposed to be part of Ecowas' contribution to the project. The project was later abandoned. The Obasanjo Administration planned the Lagos-Ogun Mega City Project. One of the things the project is meant to do I to create a railway line from Lagos to Ogun (the Lagos-Ogun Mega City Project office is on Okotie-Eboh road in Ikoyi. Close to Dodan Barracks). Not much has been heard of the project since Obasanjo, Tinubu and Daniel left office. Governor Fashola states that the Lagos Mega City is a status conferred on Lagos by it's population size. It is not a project. The challenge is for government to react appropriately to the increase in population and make it a modern city(note: it used to be called Lagos-Ogun Mega City, but I've not heard Fashola call it that). The Lagos-Badagry Road project is one of the ways the government reacts. It would expand the road to 10 lanes, including BRT lane and a rail service. The Lagos State Government got a loan from the World Bank to execute the project (they were initially considering various funding models, including ppp, tolling, etc). The road is designed to open up the western axis, just as the lekki road project is opening the eastern axis. Fashola stated that many people do not want to live and work in that axis because of the traffic jam, even though people complain of shortage of land and houses in lagos. The Federal Minister of works, Hassan Lawal threatened to stop the project (this was while Yar'Adua was in hospital. Can ACN governors PLEASE launch the bid to take over Lagos-Ibadan expressway? For the sake of people dying daily on that road, for the sake of business, and for the sake of regional integration. No amount of FG billions can do that road due to political sabotage. |

This is a no brainer: it is an indirect FEDERAL project. Reason? It is funded by a World Bank Loan guarranteed by the Federal government. In other words, the final FINANCIAL BURDEN will fall on the FG because Nigerian states are notorious for reneging on loan repayments. If the FG did not back the loan, this project won't move an inch. Fashola should still be commended for basically inspiring more action on the project. No more, no less. |

In terms of loan repayments, the worst that can happen to lagos state is that the FG deducts the repayments at source (go ask Imo and Abia). So this project would have proceeded even if the state government rejected it, because it is still on a federal corridor. The FG should even be commended for laying low and playing dead (a rare maturity in Nigerian politics, bearing in mind that the state is under an opposition party), which makes it possible for Fashola to take much of the glory. |

PPP means public/private/partnership........ the state government is the public in this situation, enabling environment for the private sector is also made by the state government.. After all that, a PPP agreement is made on investment, we the state provide part of the capital and allow the private sector raise the rest of the capital themselves or get a loan, put their expertise into the project and there you are, a PPP investment is made......
