1, it is locked and will cost you money and time to unlock
2, network locked phone are hard and risky to customize with custom rom and update you can google this, you risk
permanaently bricking or destroyiing the phone
3, most network locked phone usually have one or two feature disable e.g no radio, no physical key, lower camera etc
4, for that price believe me it is too expensive not worth the trouble

Where did you get the info that this phone is carrier locked?
Knowing the seller, i'm pretty certain this is a factory unlocked, HTC branded device with an unlockable bootloader. It's sold around 450 pounds brand new, so the price is fairly good
