There used to be, the the Lagos State Rent Edict of 1997 enacted by the Buba Marwa Administration that attempted to control/ fix what rents to be charged by landlords. It never worked, for as we know, rent is a function of demand and supply, and an attempt to control rents only lead to the emergence of a black market for accomodation which only ended up defeating the purpose of the edict. As an Estate Surveyor, with properties under my management, as a policy we freeze rents for a minimum of 2 years. Where the rent is to be reviewed, it is also not done arbitrarily, but subject to the conduct of a neighborhood rental survey and also prevailing economic trends. It might also interest you to know that rents are also reviewed downwards too, as long as existing market evidence supports it.
