if it is neither intoxicating nor addictive then it is not haram.also,from the health side of it,if it is haramful to the health then it is haram.regarding smoking,any type of smoking whether cigar or water pipe,there is a number of views from the ulama.some view it as outrightly haram because it later on causes harm to human health especially cancer of the lungs.other ulama consider it makhruh and therefore should be avoided but not haram;not haram because there is no immemediate harm but momentary "benefit" and may not later on cause harm individually.

I see it as haram just like smoking is. waAllahu a'lam.
the satisfaction is transient and can be addictive
