You said the people are suffering. Are the people complaining? Even if hundreds die there they wont care as long as they are not directly affected. If that chairman decides to do the right thing and channels the money ( which he is eating), into fixing those roads, those same people you are pitying will call him a fool for not eating.

There is no country in the world where all their roads are perfect. A city is a continuously developing entity. I have been on potholes infested roads even in the UK
