Count by number for working days. How many working days has it been? Allow 10-15 working days

Yes it is possible but the criteria for the new course you choose may be different

Bear in mind that they may request for more documents if you change to certain courses

But overall yes, some Uni's even offer alternative courses to students if the course they are interested in are not available for certain sessions.

There was no crowd though. They attended to me in less than 30mins, my appointment was at 1pm but at 12pm they had already called me in. So I guess there was no crowd.

It looks like you are not yet on the queue for disbursement. Otherwise, your status should be "adb_disbursement_reviewer". Get to your bank to process approval.
