The Nigeria Union of Teachers (NUT) has said that inability of government to provide quality and affordable basic education to her citizenry caused proliferation of private schools which charge exorbitant fee with less service.
Speaking at the sixth quadrennial delegates’ conference of the union in Ilorin on Wednesday, the Kwara State Chairman of the NUT, Musa Abubakar, said that, “education which is a right has today become a class issue.”
Abubakar, who described the current privatisation and commercialisation of schools in the country as undemocratic and anti people, said that it was a deliberate ploy to surcharge the masses.
“After all, those in government today went to public schools. I therefore challenge all our political office holders to lead by example by withdrawing their children from the exorbitant private schools to public schools. This will no doubt strengthen the system of primary education in this country”, he said.
The NUT boss also said that teachers in both primary and junior secondary schools in the state were being owed four months salaries and various degrees of percentages.
“Payment of salary to primary and junior secondary school teachers under the management of Universal Primary Education Board has become a thing of concern to all lovers of education. Immediately after general elections in 2015, primary school teachers either received salary on prorate basis or in percentages.
“This abysmal situation has raised a lot of fundamental issues and hardship to teachers. Despite, the intervention by the Federal Government using bailout and Paris Club refunds, yet the problems still persist.
“Despite several calls the government there is no ray of hope that this problem will be solved, because allocation to local government where primary school teacher’s salary is drawn is overloaded and consistently dwindling.
“I therefore call on the state government to come to our aide by looking for alternative source of augmentation to pay primary school teachers full salary and other entitlements”, he said.
On local government autonomy, the number one teacher in the state said, “our concern is not the issue of autonomy but as critical stakeholders the plight of our members and the system itself. In view of this, we wish to propose that allocation from the federation account be reviewed upward in favour of the states to enable them discharge their constitutional responsibilities as contained in the Supreme Court judgement of 2002 between Attorney General of the Federation and Attorney General of Abia State and 35 others.”

FG removes HND, First Degree dichotomy in paramilitary agencies

THE Federal Government has removed the age-long dichotomy between holders of university degrees and Higher National Diploma (HND) in all the paramilitary agencies under the Ministry of Interior.
This was contained in a statement by the Permanent Secretary, Ministry of Interior, Abubakar Magaji, on Thursday in Abuja.
According to him, the approval was made by the Civil Defence, Fire, Immigration and Prisons Board (CDFIPB), at the end of its meeting held on Tuesday, July 11, 2017, under the chairmanship of the Minister of Interior, Lieutenant Gen Abdulrahman Bello Dambazau.
To this end, the Board directed that all officers with HND to be upgraded to COMPASS 08, which is the salary grade level for holders of degree certificates at entry point.
He added that while the nomenclature for the HND holders would start with the rank of Senior Inspector, the degree holders are with the rank of Assistant Superintendent II.
Magaji said the Board also approved the commencement of the Year 2017 promotion exercise for all the services with effect from July 17, 2017.
In order to boost internal security mechanism, the Board accordingly approved the establishment of the Institute of Domestic Security aimed at strengthening inter-agency cooperation, among other functions.
In another development, the Federal Government has approved the re-organisation of the Nigeria Immigration Service in line with the provision of Immigration Act, which stipulates the establishment of Directorate of Immigration.
The statement indicated that the directorates, each to be headed by Deputy Comptroller-General, are as follows: Human Resources Management; Finance and Accounts; Planning, Research and Statistics; Passport and Other Travel Documents; Investigation and Compliance.
The Permanent Secretary others as Border Management; Migration and Visa and Residency.
He quoted the Minister of Interior as saying that the Government of President Muhammadu Buhari places high premium on the welfare of its workforce and hopes that officers and men in the Services would reciprocate this gesture through improved performance and dedication to duty, in line with the Executive Order on the Ease of Doing Business, so as to revamp the economy.

Governor Nyesom Wike of Rivers State has ordered the sack of teachers in the employment of the government, saying the nominal roll had become heavy.

Those to be affected are holders of Doctor of Philosophy and Masters Degree who at the moment are classroom teachers.

Also to be affected are teachers currently doing post-graduate programmes but still in the Rivers State Government payroll. Principals of secondary schools in the state have been directed by the state Ministry of Education to compile names of such personnel in their schools and forward same to the Zonal Schools’ Boards from where they would be sent to the state government for further action.

The Neighbourhood gathered on Monday that principals of secondary schools in the state were summoned to a meeting last week at their respective zonal schools’ board headquarters where the circular was handed to them.

Accordingly, the principals called meetings of their staffers yesterday(Monday) in their schools where they disclosed the government’s advice to the teachers.

Multiple sources who spoke to The Neighbourhood on the matter said the governor frowned that several teachers were running post-graduate programmes while on the state payroll. According to the sources, Gov. Wike threatened to discontinue payment of such teachers’ salaries until their appointments were terminated. The governor was further reported to have said that teachers holding any degree higher than Bachelors should seek employment in a tertiary institution rather than a secondary school classroom. It was also gathered that to lure teachers with higher degrees to submit their names, principals were directed to lie to them that it was for the purpose of employment in the Rivers State University, Ignatius Ajuru University of Education, Ken Saro Wiwa Polytechnic and Port Harcourt Polytechnic.

Moves to sack teachers in public schools in Rivers State had begun soon as Wike was sworn into office but afraid of its backlash, the governor had relaxed to seek what a source called a “a human face.”

In the early life of the Wike Administration, the 13,200 teachers employed in the state by the previous Administration were ordered to return their letters of employment for what the state said was ‘revalidation’. The Neighbourhood can authoritatively confirm that not more than 5,300 have received back their letters.

The latest moves for a mass sack has worsened the case of teachers in Rivers State who, in the last two years, had suffered illegal monthly salary deductions. Aside compulsory monthly deductions of N3,000 from teachers salaries, Rivers State Government deducted N7,000 from each teacher’s May salary to sponsor the Rivers Golden Jubilee

The stupidity of this post and the originator is very alarming I tell you.
1. The nominal role has become heavy !
How much is a governors and commissioners salaries etc
2. PhD and MSC holders cannot be classroom teachers?
Is there a limitation of qualification to become classroom teachers etc
3. Those currently doing PGDE will be affected !
Really is there no provision for further studies in government etc


This is a propaganda to discredit governor wike and cause panic in the polity...

May God help us as our governor wants us to do another biometrics. May we survive it. May we not lament again because of the salaries that will be on hold till the end of the biometrics. May we we be proactive to save now and do something to get extra income.Because he meant what he said. Only God can stop him

Wike set to re-position basic education in Rivers

Gov. Nyesom Wike of Rivers said on Monday that his administration had accessed N5.6 billion from the Universal Basic Education Commission Fund (UBEC) for the development of primary schools in the state.

Wike made the statement when members of the House Committee on Basic Education and Services paid him a courtesy visit in Port Harcourt.

Wike assured the committee of the state’s readiness to commence the rehabilitation of 174 primary schools in the state.

He said that the state was able to access the funds because it had paid up its counterpart fund.
“When we came on board, we discovered that the immediate past administration did not access UBEC funds because it failed to pay counterpart funds.

“We have paid the counterpart funds and we have accessed N5.6 billion which would be used for the total rehabilitation of primary schools,” he said.

He also said that the last administration took some steps towards amending the UBEC Act, to enable it accommodate secondary education.

The governor explained that the amendment process had yet to be concluded and urged the Federal Government to ensure that the process was concluded, to boost the sub-sector.

“The amendment of the UBEC Act to accommodate senior secondary education was started by the last administration, but it was not concluded.

” I, therefore, call for the amendment of the Act to ensure that the commission undertakes the funding of senior secondary education in the country.”

Wike, who was a former Minister of State for Education, said that rather than establish another commission to cater for infrastructural needs of senior secondary schools, UBEC should be empowered by law to do so.

Earlier, Mr Zakari Mohamned, the Chairman, House Committee on Basic Education and Services, said that the committee was in the state to ascertain the extent of the utilisation of the UBEC fund.

He commended the state government on its plan to channel the funds to infrastructural development of primary schools in the state.

The communiqué issued by the sub-Committee of Federation Accounts Allocation Committee (FAAC) of the Office of the Accountant-General of the Federation, at the end of the meeting held Wednesday in Abuja, indicated that the gross statutory revenue received for the month is N570.584 billion and is higher than the N317.562 billion received in the previous month by N253.022 billion.


The shared amount comprised the Month’s Statutory distributable revenue of N570.584 billion and the Value Added Tax of N81.645 billion.

From Net Statutory Allocation, the Federal Government received N274.893 billion representing (52.68%); States received N139.429 billion (26.72%); Local Government Councils received N107.494 billion representing (20.60%); while the Oil Producing States received N29.894 billion as 13% derivation revenue.

Furthermore, from the Revenue available from the Value Added Tax (VAT), Federal Government received N11.757 billion (15%); States received N39. 190 billion (50%) while the Local Government Councils received N27.433 (35%).

The Communique further explained that there was a decrease in the average price of crude oil from $55.18 to $50.27 per barrel and a significant decrease in export volume by 3.20 million resulted in decreased revenue from export sales revenue increased by about $183.68 million.

There was also shut-in and shut-down of pipelines due to the activities of vandals as well as for maintenance which impacted negatively on production.

Furthermore, the Force Majeure declared at the Forcados terminal since February, 2016 was still in place.


Significant increases were also recorded in Companies Income Tax being the peak period for its collection.

if u HV not receive ur apntmt leta and u belong to the ppsb, pls go to the board and check if ur name is among dose pasted as having one problem or the other. as dose whose names appear on d list will not be given confirmation leta until they HV resolved their issue. thanks
