Now heres what The BOQ means. A bill of quantities (BOQ) is a document used in tendering in the construction industry / supplies in which materials , parts, and labor (and their costs) are itemized. It also (ideally) details the terms and conditions of the construction or repair contract and itemizes all work to enable a contractor to price the work for which he or she is bidding.The quantities may be measured in number, length, area, volume, weight or time. Preparing a bill of quantities requires that the design is complete and a specification has been prepared. The bill of quantities is issued to tenderers for them to prepare a price for carrying out the works. The bill of quantities assists tenderers in the calculation of construction costs for their tender, and, as it means all tendering contractors will be pricing the same quantities (rather than taking-off quantities from the drawings and specifications themselves), it also provides a fair and accurate system for tendering |

In a laymans language, the (BOQ) Bill of quantities is document that shows the cost breakdown of a construction project from pre to post construction stage. Why you need the BOQ? The BOQ guides you during selection of contractors for your project. Now you contact different contractors who all give you their different cost for your project, now since you dont know how much the project itself is supposed to cost, you might end up awarding the contract to the lowest or highest biddest,in each case your the looser. The highest bidders case: he quotes a sum which is higher than the projects cost and as a result makes more profit,than he should have made and this case you loose money. The lowest bidder: he could quote an amount which is lower than the other bidders and because you see him as cheap,you quickly cash in and award him the contract.Because the quoted sum has way too low the contractors carries out some sharp practices,cuts corners,uses substandard building materials all in the name of making profit.Which might even lead to building collapse in the near future.
