Get it out of the cage at least one hour everyday. Make sure the wings are clipped to avoid flying away.

Target him and bite him in the neck! Grey parrots no dey hear word. grin
On a more serious note, put on a glove and get closer to it, even it bites. Use what it likes to get it closer to you. That's what some people I know who keep them as pet do.
It takes time though.

Which type do you have? It depends on the specie. Not all of them talk. Even the ones that talk are trained to talk.
Upload the pic of your parrot.

I think what i got this time is a woman, very aggressive one at that. shouts at anything that is not food (even some type of foods sef). Glove won't help as he screams at it.

i do feed it for few minutes.

you might be right, female parrot are very aggressive and they have phobia for human. With time she will adopt to the new environment, keep the cage high and feed her regularly, give it attention whenever she scream

It's an African Grey. If it was bought when it was young, then it can.
Try and talk to it at least 30mins every day. Say anything from hello, thank you and other simple words.
It takes time though.

The glove is just to protect your hands from being bitten. They have strong beaks and if they bite you really hard, blood will flow.
Screaming is part of the routine. grin
You can buy toys for it, so it doesn't get bored.

Yes, it is. In the markets where they sell it in the east, they give them mostly fresh palm nuts.
