You could get in contact with any staff at their office, and then try to present your case as true as it is. Hopefully they will see need to help you. Or at times you might need a court injunction to expedite it without any resistance from the service provider.
But I'll prefer the first option.

The sure way of locating this debtor, is using his IMEI no. Which would have a signature of the closest cell tower to him. Then after that, you'll need to lay ambush for him, or look for him from house to house.

Use a smart girl. Let her pretend to have called a wrong number. She can just start with lines like: "Hello mum, how much should I withdraw for you? Though I wouldn't be coming to the house straight from here. I want to go and see a friend, I'll bring the money for you in the evening."
After saying this, let her just wait for his response. And then she can apology for disturbing him with a wrong call and then drop the call. That guy should call her back within 24hrs but if he doesn't, let her call him again but this time ask him why he didn't shout on her as some do when they realized the call was from a wrong number. From there, there'll start talking. But this can only work if you've have not been disturbing him lately. But even with that, woman is a great weapon.

Please this thread is opened importantly to solicits for best techies way or means to hack down an almost runaway serial debtor who felt he had ran away with my #300,000 but i vowed that i will track him down anyway anytime using all possible techies means.And I don't want to use diabolic means to hack him down. what i want to do is to get his exact location either thru gps or any tech ingenious way and then order for his arrest and detriment by the criminal department of any law enforcement.The only info i have is an account details thru which i remitted money to him and his active phone numbers. so pls,come out distinguished honorable people to give me sound solution or advices to track this thief down,if possible get a ceh that can track this man down for me.Thanks.
