Whether propaganda or not, I think the more intelligent questions we should be asking are: Why should a governor doctor a state's IGR?

Does taxing people more show that a governor is doing well (because that's what Mbah is currently doing to grow the state IGR)?

What are the benefits of showing the world that you have a huge IGR? If you want to use it to borrow money from banks, don't you know that banks do their due diligence?

It's even better for a governor to reduce his state's IGR and loot the rest so he's not invited by the EFCC when he has left office and asked to account for the huge sum.
