Let's not forget, they only implemented promotions which was long overdue. They are yet to effect salary increments to take care of the hardships faced by workers as a result of the removal of fuel subsidy and naira floatation. Let them not think that they can use this promotion to replace the salary increments. They should do the needful as no doubt, these recent policies have given them more money.

A good leader should not be insensitive to the plight of his people. The devastating impacts of fuel subsidy removal and naira devaluation on the citizenry is common knowledge. Prices of every goods and services have gone out of hand.

While we appreciate his excellency SIM, and thank him for promoting workers and implementing it immediately, something which his predecessors failed to do, he should be aware that the workers are still expecting palliative to cushion the negative effects of recent FG policies.

The discrepancy between the SSSB and UBEB in the payment of salary is very annoying. The two board should ensure they UNIFY the payment.

The UBE should rather come up to par. SSSB has nothing to unify with UBE. UBE and it's scattered way of doing things has always been notable.

That's what i am saying. UBEB should use the SSSB model as directed earlier by the governor, levle 12/6 and 12/7 instead of 12/3 and 12/4.

Rivers State Teachers' Salary Discrepancies

UBEB effected the promotion of staff in August and SSSB implemented theirs in September. It sparked a debate due to the discrepancies in remuneration. This note intends to help explain what is going on.

To simplify understanding, I'll use the salary grade of 2013 teachers to explain the confusion.

UBEB Teachers with B.Sc (8/3) were moved to (12/3) with a net pay of 108k. Teachers with B.Ed (8/4) were moved to (12/4) with a net pay of 112k.

Note that the above sum is for those who are subscribed to the contributory pension scheme. Those who didn't subscribe received 115k and 119k respectively. Anything other than the above amount received for the stated grade levels is classified under either of the following: *short payment*, *overpayment* or *omission*

SSSB teachers with B.Sc (8/3) were moved to (12/6) with a net pay of 120k. Teachers with B.Ed (8/4) were moved to (12/7) with a net pay of 124k.

Note that the above sum is for those who are subscribed to the contributory pension scheme. Those who didn't subscribe received 127k and 131k respectively. Anything other than the above amount received for the stated grade levels is classified under either of the following: *short payment*, *overpayment* or *omission*.

It's worth noting that each step in this grade level 12 has a salary difference of 4000 naira. 12/3 =108, 12/4 =112, 12/5= 116, 12/6= 120, 12/7=124.

The above can be verified from the payslips.

The two boards (UBEB and SSSB) should unify the promotion implementation in other to avoid a stand-off that could occur between teachers and board administrators. It's best if the steps used by SSSB are adopted by UBEB.

The above indicate that payment made to senior section was based on level 8 step 6 for B.Sc, B.A, and HND holders, and level 8 step 7 for B.Ed holders.


This mean that the analysis of mela82 is not far from the truth.

Nothing is correct until we see the level and step on our promotion letters. Even the level and step on the payslip is not certain. The promotion letter will reflect where we rightfully belong. Let them start dispersing the promotion letters. Why are they delaying

We were told at the board that there were mistakes, and that those on pension will receive 127 and those that are not on pension will receive 134. (For 2013 teachers that were employed on 8/3 and 8/4)

@001bumsa clearly stated that he was told at the board that there was a mistake etc hence that payslip is incorrect.

That's not true, SSSB were placed on levle 12/6 and 12/7 while UBEB were placed on levl 12/3 and 12/4. That's is the discrepancies we are debating on.

one board is senior, while the other board is junior. Don't put eye in your senior brother/sister salary...lolz, na joke oooo. Don't worry guys, the corrections will be made and payments harmonized

Did you ever stop to reason that by the time the governor's directive came for the boards to add three more steps to everyone's level, maybe the voucher for the month of September has closed for UBE section?

PRESS STATEMENT ON THE MEETING BETWEEN THE FEDERAL GOVERNMENT AND LEADERSHIP OF THE NIGERIA LABOUR CONGRESS (NLC), AND TRADE UNIONS CONGRESS (TUC).


The Federal Government, on Sunday, October 1, 2023 met with the leadership of the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) on measures to address the dispute arising from the removal of subsidy on Premium Motor Spirit (PMS).

The parties noted the following:

i) The Federal Government has announced N25,000 only as provisional wage increment for all treasury-paid federal government workers for six months.

ii) The Federal Government is committed to fast-tracking the provision of Compressed Natural Gas (CNG) buses to ease public transportation difficulties associated with the removal of PMS subsidy.

iii) The Federal Government commits to the provision of funds for micro and small-scale enterprises.

iv) VAT on diesel will be waived for the next 6 months.

v) The Federal Government will commence payment of N75,000 to 15 million households at N25,000 per month, for a three-month period from October-December 2023.

RESOLUTIONS:

In light of the discussions held during the meeting, the following resolutions were reached:

i) The issues in dispute can only be resolved when workers are at work and not when they are on strike.

ii) Labour Unions argued for higher wage award and the Federal Government Team promised to present Labour’s request to President Bola Tinubu for further consideration.

iii) A sub-committee to be constituted to work out the details of implementation of all items for consideration regarding government interventions to cushion the effect of fuel subsidy removal.

iv) The lingering matter of Road Transport Employees Association of Nigeria (RTEAN) and National Union of Road Transport Workers (NURTW) in Lagos State needs to be addressed urgently and Lagos State Governor, Babajide Sanwo-Olu, who participated virtually, pledged to resolve the matter.

v.) NLC and TUC will consider the offers by the Federal Government with a view to suspending the planned strike to allow for further consultations on the implementation of the resolutions above.

Governor Abdulrazak Abdulrahman of Kwara State and Chairman of the Nigeria Governors Forum (NGF) and Governor Dapo Abiodun of Ogun State, participated virtually in the meeting, chaired by the Chief of Staff to the President, Femi Gbajabiamila.

That is truth. It will be harmonized may be by this month payment. As it stands now UBE are ahead of us with addition of about #35,000 in the month of August. While PPSB ahead of UBE with #12,000 in the month of September. #35,000 - #12,000 = #23,000. So UBE are up with about #23,000. I believed all will be harmonized, and the differences pay as arrears.

In all thanks be to God for the triple accelerated promotion. Kudos to our dear lovely governor for his excellent achievement within just 4 months in office, he is the best performing governor as far as am concern.

The organised labour is considering suspending its planned strike after reaching five resolutions with the Federal Government on Sunday.

POLITICS NIGERIA reports that the resolutions, which were announced in a statement by the Minister of Information and National Orientation, Mallam Mohammed Idris, include a provisional wage increment of N35,000 for all treasury-paid federal government workers for six months; the provision of Compressed Natural Gas (CNG) buses to ease public transportation difficulties associated with the removal of PMS subsidy; the provision of funds for micro and small-scale enterprises; a waiver of VAT on diesel for the next six months; and the commencement of payment of N75,000 to 15 million households at N25,000 per month for a three-month period from October-December 2023.

The statement also said that the parties agreed that the issues in dispute can only be resolved when workers are at work and not when they are on strike. It also said that a sub-committee will be constituted to work out the details of the implementation of all items for consideration regarding government interventions to cushion the effect of fuel subsidy removal.

The NLC and TUC will consider the offers by the Federal Government with a view to suspending the planned strike to allow for further consultations on the implementation of the resolutions.

Last last the strike may not hold

Most labour fight is only benefiting the federal workers and hazardous to state workers. The last increment of minimum wages benefited the federal workers, and government. While I include government is that they achieved their aim by increasing taxation, and the cost of living move high (double) and state salary remain almost as it was before the minimum wage when comparing with the price of goods in the market both federal and state workers buy from.

In strike, they will drag us the state workers, once they achieve their aim, the state workers will be left behind, and cost of living will move higher.

NLC is just for FG workers, once fg and nlc agrees the state workers are on their own.No nlc at state levels but will always join FG workers on a strike. Nlc strike is useless to state workers because they gain nothing.

*UPDATE BETWEEN FG AND LABOUR*

Comrades: The NEC meeting of NLC resolved as follows: that the president should continue with the negotiation with the federal government to ensure a concrete agreement is reached between the organize labour and federal government:

That the promise made by the FG to pay 35k to state and federal workers and other private sector workers is accepted.

That the 25k offered as palliative to the indigent and other vulnerable people on the society is accepted,

That the supply of compressed natural gas CNG buses by the FG should have timeline and is accepted.

That the buses will be distributed to all the states of the federation.

That the state government should implement the wage award of 35k without prolonged negotiation.

That there should be a signed agreement that could ensure faster implementation.

That the tax on the 35k as wage award should be waived.

That the State Council of NLC is at liberty to negotiate higher wage award for state workers and private workers.

That the refinery in Portharcourt and Warri are to be in operation by the end of December. The NLC president submitted that, The FG has agreed to implement all demands made by the organize labour.

That the meeting of 03:00PM today at the presidential villa is to harmonize the agreement and get it signed by all parties.

That at the end of the meeting today, Nigerians and workers will be informed of what transpired between FG and organize labour.

That if the FG refused to sign the agreement, the strike will continue. The FG and Labour are presently meeting at the villa to enter the final agreement.

*Note that, the 35k is for both Federal and State workers including informal sector workers and pensioners. The 25k is for those who are not working and it will be for a stipulated period of time.*

*The 35k is an addition to salaries of all workers in Nigeria in both public and private sectors. It is important to inform you that the salary of workers in Nigeria is now 30k+35k=65k.*

MEMORANDUM OF UNDERSTANDING REACHED BETWEEN THE FEDERAL GOVERNMENT OF NIGERIA AND THE NIGERIA LABOUR CONGRESS (NLC) AND TRADE UNION CONGRESS OF NIGERIA (TUC) AS A RESULT OF DISPUTE ARISING FROM WITHDRAWAL OF SUBSIDY ON THE PRICE OF PREMIUM MOTOR SPIRIT (PMS) ON MONDAY, THE 2ND DAY OF OCTOBER, 2023

Arising from the withdrawal of subsidy on Premium Motor Spirit (PMS) by the Federal Government and the resultant increase in the price of the commodity, the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) issued a strike notice which had elapsed and they were poised to embark on a strike billed to commence on Tuesday, the 3rd of October, 2023.

Consequently, a meeting was called by the Federal Government to avert the strike and after much discussion, the following agreements were reached:

1. The Federal Government grants a wage award of N35,000 (thirty-five thousand Naira) only to all Federal Government workers beginning from the month of September pending when a new national minimum wage is expected to have been signed into law.

2. A minimum wage committee shall be inaugurated within one month from the date of this agreement.

3. Federal Government suspends collection of Value Added Tax (VAT) on Diesel for six months beginning from October, 2023.

4. Federal Government accepts to vote N100 billion for the provision of high capacity CNG buses for mass transit in Nigeria. Provisions are also being made for initial 55,000 CNG conversion kits to kick start an auto gas conversion programme, whilst work is ongoing on state-of-the-art CNG stations nationwide. The rollout aims to commence by November with pilots across 10 campuses nationwide.

5. The Federal Government plans to implement various tax incentive measures for private sector and the general public.

6. On the leadership crises rocking the NURTW and the purported proscription of RTEAN, the Federal Government commits to handling Labour matters in line with relevant ILO Conventions and Nigerian Labour Acts. A resolution of the ongoing impasse is expected by or before October 13.

7. The issue of outstanding Salaries and Wages of Tertiary Education workers in Federal-owned educational institutions is being referred to Ministry of Labour and Employment for further engagement.

8. The Federal Government commits to pay N25,000 per month for three months starting from October, 2023 to 15 million households, including vulnerable pensioners.

9. The Federal Government will increase its initiatives on subsidized distribution of fertilizers to farmers across the country.

10. The Federal Government should urge State Government through the National Economic Council and Governors Forum to implement wage award for their workers. Similar consideration should also be given to local government and private sector workers.

11. The Federal Government commits to the provision of funds as announced by the President on the 1st of August broadcast to the Nation for Micro and Small Scale Enterprises. The MSMEs beneficiaries should commit to the principle of decent jobs.

12. A joint visitation will be made to the refineries to ascertain their rehabilitation status.

13. All parties commit to henceforth abide by the dictates of Social dialogue in all our future engagements.

14. The NLC and TUC accept to suspend for 30 days the planned Indefinite Nationwide strike scheduled to begin, Tuesday, the 3rd of October, 2023.

15. This Memorandum shall be filed with the relevant Court of competent jurisdiction within one (1) week as consent judgment by the Federal Government.
