If anybody can believe that the president and indeed the entire ruling party is not behind boko haram, then that person can as well believe every jargon that comes his/her way, its just like telling Nigerians how the process of awarding contracts and time frame can prevent the implementation of the capital budget in the same Govt nd time where the recurrent expenditure enjoys a 100% implementation, why because the Govt has no interest of the massive poor public at heart. What pains me the most is the way these guys work so hard tooth nd nail to tarnish the image of the one man that has the power nd charisma to defeat them in a free nd fair election instead of using that same passion to work for the benefit of the poor masses. Western diplomats reported today that as many as 4,000 officials of the ousted national and state governments had turned themselves in to the police as part of the new military Government's investigation of corruption. But about 400 were reportedly still held under what was described as ''military protection.''

At the same time, the Western diplomats and Nigerian sources said, many of the former officials who were on what the military Government of Maj. Gen. Mohammed Buhari called its ''most wanted list'' have managed to flee the country. Some who were abroad during the military takeover have decided to remain there.

General Buhari Meets Nigeria's Debt Obligations, Issues New Foreign Exchange Rules[/size]

Nigeria's Federal Military Government, which removed the civilian government of President Shagari in a coup on Dec. 31, has emphasized the importance of Nigeria's meeting its external payments obligations on time. International bankers were relieved when Nigeria paid the first installment of its rescheduled trade debt on time. General Buhari, the head of the supreme Military Council, announced his intention to keep Nigeria in OPEC and to continue discussions with the International Monetary Fund, the World Bank, and commercial lenders.

On Jan. 9 the Central Bank of Nigeria issued new controls on foreign exchange, effective from Jan. 1, 1984. The provisions of most interest to U.S. companies are as follows:

(1) Compulsory Advance Import Deposits

The following rates of compulsory advance deposits will continue in 1984:

Raw materials (except petroleum products) 10 percent

Spare parts 15 percent

Food (except rice) 50 percent

Medicines 50 percent

Building materials 50 percent

Capital goods 50 percent

Books (except single copies), periodicals 50 percent

Motor vehicles and trucks 200 percent

Motor cars 250 percent

Other 250 percent

All importers must pay the applicable rates when registering Form M, the Application for Approval of Foreign Exchange. The advance deposit is now applicable to all imports, whether or not they enjoy credit facilities of more than 180 days.

(2) Commissions

The commission payable to agents or confirming houses which act as intermediaries between importers and exporters has been reduced from a maximum of 4 percent to 2 percent of the f.o.b. value of the consignment.

(3) Technical/Management Service Fees

The existing allowable rate of 20 percent of net profits before taxes that may be remitted in foreign exchange will continue in 1984. However, payment of technical and management fees will not be allowed except in exceptionally deserving cases, such as for manufacturing companies where high technology is required.

(4) Consultancy Fees

The present 20 percent limit of consultancy fees payable in foreign exchange continues, but consultancy fees for feasibility or pre-feasibility studies will not be allowed because such studies may be performed locally.

(5) Travel Allowances

The Basic Travel Allowance will be N100 ($135) per year per person. The foreign exchange allowance for business travel has been suspended until further notice.

(6) Student Remittances

No foreign exchange will be made available to any new student. Students already studying abroad will be able to obtain foreign exchange to complete their studies.

"Boko Haram" is fighting government by killing innocents when they can kill politicians! They are fighting government by destroying their own land! When their are riots against government, they fight government by striking terror in those places thus stopping protests! Same when PDP wants to win a state in an "election" - BH fight government by providing an excuse for militarisation, right?

And nobody remembers that Governor Sylva threatened to bring BH to Bayelsa (proving he knows them and can send them out)! And most any soldier will tell you they are usually redeployed just before the bombs go off in a manner that suggests co-ordination!

Yet many slope-headed bingos here, because of hatred for a tribe and a person, continue to sell their future and oppose probably the best opportunity we currently have to re-direct this country's fortunes! The poster who said average IQ in Nigeria is 69 was too optimistic!

Nigeria's military ruler, Major-General Mohamed Buhari, visited the northeastern Nigerian city of Yola - in Gongola state - February 29 to assess the extent of damage caused by violent communal rioting two days earlier.

The known death toll from the religious disturbances is nearly 140, with at least another 60 persons injured, some critically. Gongola's acting state governor, Colonel Cyril Iweze, blamed the turmoil on fanatical followers of Moslem fundamentalist Muhammadu Marwa Maitatsine's religious sect. Marwa himself was killed in vicious rioting three years ago, when an estimated 4,000 people died.

In disturbances on February 27, the army was eventually called in to quell resistance from thousands of religious fanatics, at least 715 of whom were arrested by security forces.

General Buhari visited the Yola Specialist Hospital during his one-day tour of the gutted city, and also met with the Lamido of Adamawa, Alhaji Mustapha Aliyu, to discuss the situation.

nex: I do no like General Muhammadu Buhari simply for the first reason that he is, and will always be a dictator. The second reason being that he's ruled this nation as a despot in his youth, and is today, still grappling power with the youths. However, to fall for the PDP's ploy of painting Buhari as a sponsor of Boko Haram, that takes a special level of senility.

That letter explained, just like I've always said, that there is more than 1 Boko Haram:

1. Those fighting against Western Education being imposed on them, who were almost totally wiped out in 2009.
2. Those created by "disgruntled element who lost out in the PDP Presidential Primaries" (Atiku).
3. Those extremists you have been looking waiting for a movement to begin who a capitalizing on this opportunity that Atiku and his cohorts created.

Even the SSS has tried hard, but all their reports, and a couple of their arrests have pointed to the PDP. I'm sorry for anybody who believes this new ploy by the PDP, and I hope General Buhari, and also the Saudi government will wash their hands away from this most implicatory attempt to rope them into what they know not about.

It is most irresponsible for Reuben Abati to begin commending this extension of amnesty by Boko Haram to the Federal Government, when he has not given the intelligence agencies the time and space to confirm the authenticity of this representative as a member of Boko Haram, and also, identify which of the Boko Haram categories is being represented.

I disagree with you on a number of points raised above on Buhari but our thoughts align on the speed with which Fed gov accepted the purported offer from the faceless BH member - no need for scrutiny, no need for discussion with security and intelligent agents, etc. You begin to smell rat - were they waiting for the call and have therefore prepared their acceptance response? PDP is Boko Haram.

The $1.2 billion agreement calls for Brazil to import Nigerian crude and return refined gasoline, jet fuel and diesel oil to Nigeria, a Petrobras spokesman said. He added that the accord would allow Brazil to reduce its idle refining capacity and earn a margin of profit.

Brazil imports about two-thirds of the one million barrels of oil it consumes daily, mostly from the Middle East. It buys 10,000 barrels daily from Nigeria.

Nigeria's military government is stepping-up its campaign against corruption, mismanagement and indiscipline at all levels in Nigeria society.

Preliminary hearings into corruption and abuse of office against former politicians and civil administrators have already begun and on March 21 the government launched its war against indiscipline.

The president said he has strong evidence on the IDENTITY of the people behind the attacks - it should follow then that the government now knows the people behind the attacks. Does it make any sense for the president of a country to announce to the whole world he now knows the identity of the people bombing the country without actually pinning the identity down to individuals and groups?

This was d very words of d President according to the article @Demdem provided: '..we are having strong links on the people involvd in d violence' that can never be d same as: 'there is a list on the sponsors of the violence lying on my table'- those 2 statements are extremely diff. It didnt even say 'we know the links ', which would still not mean 'we have a list of the sponsor', the exact words was 'we are having strong links' ie we are having openings or leads on the people involvd (having links or openings or leads are technical terms usd in d Intelligence community that d person who wrote the President's speech dat day usd to convey progress been made to find out 'the people involvd' and it does not connote a certain term like a 'list of sponsors'). Similarly, the phrase: '..those people involvd' is not d same as '..sponsors of BH'; the 1st one uses a general term 'people involvd' which could mean the terroists themselves, Or their sympathizers, Or the sponsors, While the 2nd one talks specifically of the sponsors.

To even imagine that these two statements (the 1st d actual words of d President in the speech AND d 2nd @demdem's deliberate misinterpretation of the actual quote) are the same is frankly sill.y. @Demdem deliberately distortd d essence of that quote in order to give the impression that the President has a 'list of sponsors of BH on his desk' which he is not doing anything about cos he is BH himself; though he wasn't even as half-smart to realise that those experts who write the
