A top official of the Petroleum Products Pricing Regulatory Agency has said that the fuel scarcity being experienced in various states across Nigeria would continue till the first quarter of 2013 “if something urgent is not done.”

The official, in an interview, Monday, with the News Agency of Nigeria in Abuja, said the scarcity would continue “because the demand for the product has over-shot supply.”

A PREMIUM TIMES survey showed how marketers were taking advantage of the fuel scarcity to fleece Nigerians of billions of naira by selling petrol above the subsidized pump price in many states, while inefficient government agencies looked away or gave excuses.

The official, who did not want his name disclosed, therefore, called for the total deregulation of the downstream sector as a way out of the lingering fuel scarcity sweeping across the country. He said a multi-phased deregulation process was the only way out of the scarcity.

“I think the full deregulation of the downstream sector will be the way out of the lingering fuel crises we are experiencing,” the official said.

The official, who decried the lingering scarcity, called for adequate enlightenment and the provision of cushioning measures before the total removal of subsidy. He said the delay in the payment of subsidy arrears to most marketers contributes immensely to the current scarcity as only the NNPC is currently importing the product.

He said that for the deregulation process to be effective there was a need to resuscitate the country’s refineries, build adequate fuel reserves, tank farms, and functional pipeline network.

Marketers want full deregulation

The Executive Secretary, Major Oil Marketers Association of Nigeria, Obafemi Olawore, said the full deregulation of the downstream sector would bring about efficiency in the sector and signal an end to the perennial fuel crises.

He explained that most oil marketers stopped the importation of the product since the beginning of the year due to what they described as “discrepancies in subsidy payment” which they said is responsible for the current scarcity.

The Chairman, Depot and Petroleum Products Marketers Association of Nigeria, Dapo Abiodun, also called for the deregulation of the sector as a way of sanitising it.

The Aig committee did not black list all the importers, so why is the NNPC the one doing all the importation? Was it not because NNPC proved to be inefficient that was why private importers were licensed? Are all the refineries now in comatose? Why is DPR not doing its role of monitoring and sealing up gas stations who sell above the right price?
Government is trying to frustrate Nigerians into accepting the full deregulation of the downstream sector even when they are yet to provide palliatives

GEJ is not a judge. He has shown the political will to fight corruption by going against the oil cabal and charging them to court. We must now focus our attention on our judges to ensure that those charged eventually end up in jail like Bode George

Would deregulation increase supply of petroleum? If this will be the solution then we should for it but i doubt is the way out.

This where i dont understand Nigeria and Nigerians.NNPC is a player in both the upstream and downstream sector and not a regulator.Your post says NNPC official and your write-up says PPRA.NNPC is different from PPRA and vice versa.so if you want to blame anyone about fuel availability it is PPRA and DPR and not NNPC.As per the PPRA official,if its ever true,he is on his own,the problems are being tackled.it easy for you guys to stay on your sytem and write all sort of rubish about why and what is the cause of fuel scarcity.people are working their life away under very terrible condition to make sure these things are sorted out.life are been lost on a daily basis to vandals and briefcase middle men by this same NNPC that Nigerians think are not doing anything.problem they this country,what is on ground is more than NNPC we are need to fight it together.

The price we pay daily to get PMS is more than a natural price we could pay if there is no subsidy and guess what ? There will be no scarcity. Subsidy should go, so that marketers can import with their funds and sell freely for profit. The competition will drive down prices.

this fuel scarcity is artificial and will continue until jonathan finally arrive at his N141 price tag. he has nothing to offer and he must hit his target with the N141 and nigerians are just waiting for him so the january in question is the one year anniversary of the last increment.

2. Fire NNPC GM angry angry
3. Advertise these positions, bidders for the two posts would have to outline a clear and timed plan to getting Nigerian refineries to at least 70% capacity within the next 1 year.

Corruption will not allow our leaders do this, its a shame. Scarcity in the midst of plenty!!!!
