Right behind Mr. Suntai is a man in dark suit that is cleverly disguised who is supporting him. This person does not appear in the picture but can be seen by a discerning person. There are actually three adults (4 if you count the Waitress) in the picture plus the twins but one adult is hidden from view. It seems like the governor just has this moronic stare.

The man behind in dark suit appears to be providing support for Gov. Suntai to be holding the baby. The picture is intended to provide the illusion of a capable person but his face shows otherwise despite the staging of the picture.
