All you are asking for can be done by yourself.just google for business plans templates on catfish you will surely get one. On issue of land borehore u can go around and do ur own feasibility study go around to fish farmers ask d current cost of feeds, inputs and current price of fish. If u want someone to do this for u then u have to pay for consultation.

You can use blocks with concrete poured inside Or u can do a pure casting.. The casting is much higher than blocks in terms of cost of construction..
