You'll get the email to check for your 2NL 4-6 weeks before your interview. If you'll be current in December, you might get your 2NL next month.

Cut off was stuck at 10,000 for 2 months last year (Dec/Jan I think) It's not new!

The cut offs are available to KCC before it's posted on the website, you can call to ask and they usually tell people if the information is available to them. Just a few more days before it's officially released, you can wait for official confirmation.

I cannot categorically say if you are late or not. But what I know is that the number of applicants to be interviewed in the month of November have already been scheduled. Basically, cases are attended to in the order in which they were received. Just hold on for your 2NL, if it doesn't comes out when folks who are current for November starts receiving their 2NL, just put a call through to KCC.
