Prostitution thrives where the environment or society allows it to thrive. There is no where in the world, where paid sex will not patronized, if you allow it to exist. I doubt poverty has that much to do it, although hopelessness and the fact that the option exists, is what makes it viable.
The best way to curtail it is to legislate against prostitution and crack down on prostitutes.
