The FIB had a mandate and at the begining of their campaign was very succefull but the problem with the FIB is that it is still under MONUSCO and the UN calls the shots when it comes to the FIB. The UN ordered the FIB to move from an offensive to a more traditional peacekeeping role leaving most of the fighting to the Congolese military.
