Harold Demuren, the Director-General of the Nigerian Civil Aviation Authority, has been removed from office with immediate effect.

A statement by the office of the Secretary to the Government of the Federation said Mr. Demuren was removed as a result of pressure from "aviation stakeholders". The statement did not say the nature of the pressure, nor indicate the stakeholders involved.

President Goodluck Jonathan was said to have approved the removal. Dr. Demuren also confirmed his removal via a text message to to Saharareporters.

US FAA Category One Certification

On August 23, 2010, under the leadership of Dr. Demuren and the Nigerian Civil Aviation Authority, Nigeria attained American Federal Aviation Administration International Aviation Safety Assessment (FAA IASA) Category One Certification. This allows direct flights from Nigeria to Continental United States (USA).[9] Prior to his appointment in 2005, there were no direct flights between Nigeria and USA. There are now several direct flights between Nigeria and U.S. destinations including Atlanta, New York and Washington D.C., with services to Houston to begin in November 2011.[10]


President of ICAO General Assembly

On September 28, 2010, Demuren was elected as the President of the 37th General Assembly of International Civil Aviation Organization (ICAO) held in Montreal, Canada from 28 September to 8 October 2010. The appointment was unanimously endorsed by all the delegates of the 190 contracting states of the ICAO.[11] His emergence made history as the first time an African was elected to preside over the ICAO General Assembly, the United Nations global aviation agency. The assembly passed landmark policies on global Aviation Safety, Aviation Security and the Environment for the Industry. It was at this notable assembly that the historic Climate Change agreement was reached.[12]

Aviation stakeholders have advised new Director-General (DG), Nigerian Civil Aviation Authority (NCAA), Capt. Folayele Akinkuotu, to ensure that the security and safety of aircraft and passengers were guaranteed.

They gave the advice in Lagos on Thursday in interviews with the News Agency of Nigeria (NAN).

The stakeholders also advised Akinkuotu to intensify training and retraining of his staff in order to perform according to international standards.

NAN recalls that the Senate on June 26 confirmed the appointment of Akinkuotu as the substantive DG of the NCAA, following the removal of its former DG, Dr Harold Demuren last March.

Capt. Edward Boyo, Managing Director, Overland Airways, described the confirmation of Akinkuotu as the best thing that has happened to the aviation industry in recent times.

``Now, we have somebody who is competent, experienced and qualified, and a respected pilot.

``He headed the Aviation Training College, Ilorin, from where he was appointed as the substantive NCAA Director-General, `` he said.

Boyo also described Akinkuotu as a ``good manager of human and material resources, `` adding, ``I don't think we would need somebody better than him at this time``.

He further advised the incoming DG to continue the good work started by Dr Harold Demuren, by ensuring that airline operators complied with the safety of their passengers and aircraft.

``The NCAA must enforce safety and security compliance by both commercial and privately owned and managed aircraft, to enhance and promote national interest ``, he said.

Also, Mr Benjamin Okewu, National President, Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), described the confirmation of Akinkuotu as `wonderful`.

``We were not happy before now that the head of the number one regulatory body in the aviation industry has been in an acting position.

``Now, we can have decisions taken that would move the industry forward.

``Before now, the man at the head of the agency was in an acting position and there was a limitation to the decisions he could take, `` he said.

Okewu added that the NCAA has regained its autonomy with the confirmation of the appointment of its substantive DG.

He said that the NCAA was the number one policeman-- in terms of safety and security in the aviation industry-- and the new DG should ensure safety of aircraft and passengers.

``So, the area I would expect him to look into is the area of safety issue regarding the aircraft being airworthy.

``Also, the staff of the agency need to be trained and re-trained as was being done under the past leadership, so that they can be above board in terms of their oversight functions, `` he said.

NAN reports that Akinkuotu, a veteran of the aviation industry, qualified as an aircraft engineer in 1972.

He joined the former Nigeria Airways and practised for five years and became a Duty Engineer in the Presidential Fleet.

Also in 1978, he proceeded to the USA where he was trained and became qualified as a Commercial Pilot and a Flight Engineer.

He taught briefly at the Sierra Leone Academy of Aeronautics as Flight Engineer PTM and CPT instructor.

If we live in a society that is unsafe for a long period of time, there is always tendency we loose sense of what is right. I guess this is what has happened to the honourable Minister; She seems to have lost totally a sense of what is safety. Countries with higher air traffic density than ours go more than ten years without reporting any major air disaster and the Minister is here to tell us our frequent records of air disaster is safe. We are all really in trouble because our policy makers seem to have lost it.
