You know when people say 'she's/he's the one for me' Does that mean you were made solely for eachother?

Take for example, a man marries a woman whom he truly loves but eventually she dies and the man gets married again to another woman he loves also. Does it mean he was created/made for the two women? Or the first woman was not actually his 'Mrs Right'
