Are you sure it was your Councillor who sent it and not you... are you sure she included the recommendation letter, financial verification letter, the note she was supposed to write and sign in the email, your name, order number, school name...

If all this was done, wait till monday but if nothing happens, tell your teacher to write them again, saying you complained that you have not received the submission confirmation and I believe they will do something.

And wat is offical document from banking institution?

First and foremost, your nomination package for UBC should be sent by your Teacher and not you, after he/she has done so, then you are to be asked by your teacher to complete an online application, when you av done so, then you write them via an email informing them that you have done so.

I believe you can attach the transcript as a separate PDF file but in the same email as the nomination.
Your essays and other questions asked in the form should typed in immediately after the questions in the space provided right after the questions. E.g. 1. what is ________. The essay should be written under number 1 before proceeding to number 2.

Official Banking Document simple means the Bank statement of your parents from the bank, showing all transaction (i.e money paid in and withdraw) within a specified time frame, in order to validate your financial claims.
And you can also attach as a separate PDF file but in the same Email.

If you add all of them together as one file, still it's okay, you can do that by simply Google (ing) PDF file Merger and click on one the links that will appear.

1.4.1 YOUR STORY
a. Please write on a topic that is of importance to you, and reflects who you are. (Maximum 500 words)

b. Describe your most recent, meaningful involvement in your community, including what your role is/has been in the activity/ies. (Maximum 200 words)

The PDF file you have, can you edit it?
If not Look for a higher version of Adobe and you should be able to type your essays inside it.
As you write bro, the spaces increase, that's how it is with files.

Forget the 2.3 and do the ones you understand bro, just send them as separate PDF files, it's all acceptable, Read through what you just posted, you can even send the nomination email and send the transcript later, so that 2.3 doesn't matter...
On another note: Why not write them via their email and confirm.

I didn't apply to UBC and I don't have the application instructions with me, I'm merely telling you possible solutions from experience.
Here is what I think 2.3 means...
From your posts I observed that the questions are asked in this order 1.1, 1.3, to 1.4, 2.1, 2.2, 2.3, that's if im right,
What they are saying is that if the transcript will come with the nomination email as one file, then, the transcript should be placed immediately after question 2.3.
