Considering that most of the government is on vacation until January 14th, I am going to make an educated guess that her yet to be released "mission" in Brazil is "vacationing at the beach".

Another educated guess - It is summer in Brazil, so she was blatantly lying about it being cold, to make it seem like she isn't enjoying herself at the beach.
