Did you see any mention of "virus creation" in my post? Yes, even the Black Death is suspected to be related. There is a difference between creating a virus, and modifying it to infect people and animals being used as lab rats.

The other question you should ask is, why have European scientists been claiming Ebola and it's relatives are only domiciled in Africa, if indeed they have had outbreaks in Europe in the past (and long before outbreaks occurred in Africa)?
