Okorocha came in and increased it to N100,000 and then offered his free education scam, later changed it in 2012 where the students pay N20,000 acceptance fee first and other levies. Imolites currently only get into the school at 30% rate in 2013 as against 70% for non-indigene So N100,000 from non Imolites to augment the N20,000 collected from Imo indegenes. Meanwhile the fees before he came in was only just increased from N30,000 to N70,000. Since Okorocha's administration, Imo people are been disenfranchised from their own state university as the school now admits more non Imolites students to make up for his free education policies.

Indigenous students of Imo state are enjoying scholarship at all state tertiary institutions in Imo State. Please go and ask and confirm.

below is a video of protest of Imo indigenes schooling in federal institutions who were excluded from the scholarship. If the scholarship was indeed a scam by Rochas,these students wouldn't be protesting.

Governor Rochas Okorocha on Tuesday snubbed a protesting Imo State students group under the aegis of National Imo Students Assembly (NISA) to meet Northern students at the government house.
The students group who were led by Comrade Kenneth Anozie on the protest to the government house protested against the free education policy of the Rescue Mission Government, saying the students should not be paying money in a free education regime. The said that the students of the state under the free education regime are paying money to the banks for the cheques issued to them by the state government and that the students of Imo State University were also paying N70,000 as acceptance fee, whereas they were not paying any such fee in the past.
The students called on the governor to use his good offices to stop such payments and make free education truly free. They also called on the governor to include the students of Imo State who Attend Federal Government schools in the state.

Speaking to Nigeria Moment, Comrade Keneth Anozie said that it is bad that the students pay money such as N70, 000 for acceptance fee and N25,000 to the banks before they cheques are cashed. He lamented that the cheques are not even given to the students but kept by the banks.
He also since the state government said it is giving free education to Imo students; they should include the students from Imo State who are in the federal schools by either giving them scholarships or bursary.
The members of NISA cut across Imo State University Owerri (IMSU), Federal University of Technology Owerri (FUTO), Federal Polytechnic Nekede, Alvan Ikoku Federal College of Education (AIFCE) and Imo State Polytechnic Umuagwo.
However, not only did the Governor snub the students and held a meeting with students from Northern states, he did not address even after his meeting with the northern students, as it was said that the governor left the government house through the back gate.

The free education programme initiated by the governor of Imo State, Owelle Rochas Okorocha got a boost at the weekend when indigenes of Imo State in primary and secondary schools received their stipends from the state government.

According to Governor Okorocha who flagged off the payment alongside his wife, Nneoma at the City School Owerri, the stipend would go a long way towards helping the parents train their wards in both primary and secondary schools.

He said the stipend would also make the beneficiaries develop a sense of belonging in the state.

He explained that the payment which is directly under the First Lady’s Office is paid quarterly to indigenes of the state in primary and secondary schools.

Mrs Okorocha said each secondary school student received N500, while N300 was paid to each primary school pupil. In addition they received uniforms, shoes, bags, books and desks.
