NNPC's long term plans for the development of a petrochemicals industry, were formulated in 1977, and were structured in 3 phases. The 1st phase comprised of 3 plants: a linear alkyl benzene plant (LAB) in Kaduna, and the carbon black and polypropylene plants in Warri. The 35,000 MTA Polypropylene and 18,000 MTA Carbon Black Plants built in Ekpan, Warri were commissioned in 1988.The Warri Refinery and the Ekpan Petrochemical Plant were merged in 1988 to become the Warri Refining and Petrochemical Company Limited.
The Present day Warri Refinery is a merge of Ekpan Petrochemical Plant built by Muhammadu Buhari and the Old Warri Refineri that was awarded in 1975. The Ekpan Refinery (also in Warri) and the Old Warri Refinery was merged. While the former was the brain-child of Buhari, the latter was pre-Buhari. After their merge, it is proper to associate the the Warri Refineri to Buhari. The Ekpan Refineri and Kaduna refineri were awarded the same time. Lemme tell you, The refinery was originally built at 100,000 capacity. Buhari apart from building the Ekpan Pet also expanded the OLD Warri Refinery to 125,000 barrels capacity. Thanks to his visionary, the Ekpan Pet was built and later merged with the Old Warri Refinery during the IBB's administration. If they were independent nobody will be saying he built "Warri" refinery instead we will focus on Warri Petrochemical in Ekpan. You can't wash away Buhari's history...never bro!!! Not even the insults will help you

2. But y'all said he built refineries during his regime that almost everyone, if not everyone believed it (I myself included) till datolee dug up facts proving otherwise. So how come there were no refineries again OR did he build and didn't believe in Nigeria's ability to refine? The ones that were built by previous administrations of which he was a petroleum minister, what happened to them?

3. What are you saying? Buhari did not build, yet, he birthed the refineries we have today? And another said he built and birthed? Which one are we to believe? How many did he sign for as the head of state then?
