The Warri Refinery was awarded in 1975 (before Buhari was minister) and began operation in 1978 after it was constructed by the Italian Snamprogetti company (Buhari assumed office as minister the previous year), so why are you propagandists ascribing it to Buhari? Where did the 4 refineries come from?
The Kaduna refinery was awarded in 1976 by Murtala, and completed in 1979 during Obasanjo's tenure (Buhari left in 1978), so why ascribe it to Buhari?

Citing minor upgrades carried out in the pre-existing plants (as you just did above) only further exposed your deceitful nature.
A lubricating oil complex was added in Kaduna, and you shameless lapdogs go to the pages of your newspapers to scream that Buhari built 4 refineries?
