What's happening is normal in a new government. The President doesn't appoint all his Ministers in reality. Those who played roles in his campaign are allowed to nominate candidates; reflecting national spread and contributions made in the emergence of the President. However, the incoming President ultimately accepts or rejects the candidate. The jostling for position and bickering are normal. They'll sort themselves out.
