PROCEDURES
6:55 – Debaters and judges take seats, register presence, while schools post their school Anthem

7:00 – Coordinators declare the debate open

7:00pm – 7:20 - Debaters post their arguments. Within 15 minutes. Better if less than 750 words to make it easier for judges to read all, but no harm making it longer, but it must not exceed 1000.

7:20 – 8:20pm - A debater takes on his opponent, attempts to puncture his opponent’s points. This a debater does by quoting, highlighting the area to puncture and countering it i.e regular way to reply on Nairaland. While this is going on the judges can take their time to go through the write ups by the debaters. And also Debaters respond to punctured areas in his earlier arguments. He may buttress further. At this time frame.

8:20 – 8:40pm – Judges post questions to debaters either based on what the debater has posted or just reasonable question within the theme. Judges should be specific as to who they are posting the questions to. E.g “Mr ...., could you expatiate what you meant by so so so? or ...., pls give examples of your claim that xxxx”. This is not compulsory. A judge that doesn’t have question to post to the debaters need not do so.

8:40 – 9:00pm – Debaters respond to questions raised by judges

9:00 – 9:20pm – 2 Questions will be entertained from the audience i.e viewers. This will be based on ‘fastest hand’. The coordinators will announce ‘audience, you may now ask your questions’. After the 2 questions have been posted, any other viewer-post will be hidden.
NOTE: -The judges and audience can throw their questions without quotations but the contestants should answer
with quotations and separated for each questions.

9:20 – 9:30 – Debaters respond to audience questions and concludes their arguments. Debaters who were not asked any questions can still conclude his/her arguments.

RULES

1.) Two contestants representing their school in this Interschool Debate Elimination stage will have to confirm their availability for the debate a day before the debate proper. Failure to do so will result in the defaulter been disqualify and the opposing or supporting side that duely declare availabily will automatically be declare as the winner.

2.) The recommended font size is the default size (size 8.) and the colour is GREEN for the supporting side and BLUE for the opposing side. Please note that you are to use the designated colour all through the debate period.

3.) The essay should be min. 750 max. 1000 words .

4.) The use of SMS language and abbreviations are strictly forbidden.

5.) All materials used should be properly referenced at the end of the essay.

6.) All essays, responses and conclusion must be submitted within the stipulated time frame stated in the time schedule as posted by the coordinator

Stance: Leaders take the most blame.

In order to have a vast understanding about the
subject topic, permit me to enlighten you more about the keywords of this essay.

Corruption: Dishonest or fraudulent conduct by
those in power, typically involving bribery.

Crippling: causing something to become unable to walk or move properly.

Leaders: The person who leads or commands a group, organization or country.

Followers: An adherent or devotee of a particular
cause, person, or activity.

Now that we have an understanding of what this
entails, let me start the essay proper.

The regime of General Ibrahim Badamosi Babangida, has been seen as the one that legalized corruption in Nigeria. His administration refused to give account of the gulf war wind fall, which has been estimated to be $12.4billion. He rigged the only successful the only election in the history of Nigeria in June 12 1993. He lives in a very exquisite
mansion in his home state, Niger, in the northern part of the country.

The death of General Sani Abacha revealed the global nature of graft. French investigations of bribes paid to government officials to ease the award of gas plant construction in Nigeria revealed the global level of official graft in the country. The investigations led to the freezing of accounts containing about $100million. In 2000, two years after his death, a Swiss Bank commission report indicted Swiss Banks for failing to follow compliance process in allowing family and friends of Abacha access to accounts. The same year a total of more than $1billion were found in various accounts throughout Europe. Yet, we intend to blame followers for corruption, these men were both Commanders in Chief of Armed Forces.


In terms of infrastructure, series of avoidable deaths have occurred in the past. They range from road accidents due to bad roads, air mishap due to lack of proper regulation, among others. Nigerians, wallowing in poverty should be held responsible for that? Do we award contracts or construct roads? Are we National Airspace Management Agency(NAMA) to know if planes are in good conditions to fly? There is absolutely no hope for development without infrastructure, so who do we blame? Are the followers the ones implementing poor projects or the ones launching them?

Indeed, Nigerians are not corrupt but our leaders are. If Nigerian leaders keep our national values and make our laws potent, Nigerians will be forced to do what is right. It is often surprising that whenever Nigerians travel overseas, they comply and abide by all laws and regulations over there, but when they are back home in Nigeria, they continue disobeying the law. This is more so because the leadership in those countries do not joke with their own laws whereas Nigerian leaders trample upon their own.


Also, acts of the followers depends on the leaders
themselves. If the leader is corrupt free and he enforces it on his followers they definitely will change for good. Let us take a look at the Economic and Financial Crimes Commission(EFCC) under the leadership of Nuhu Ribadu and the EFCC of now. Is the difference not so obvious? The EFCC of Ribadu had vision, while he led, his followers saw it and worked with him to achieve it. Take out Ribadu,the leadership and we can all see the difference.


We say followers are to be blamed, yet institutions that are meant to fight corruption statutorily are themselves corrupt. The malfeasance of corruption
is so endemic that graft fighting bodies such as EFCC, ICPC, and CCB have become toothless bulldogs as their ranks and file have been weakened. Even the so called human rights activists, Labour Unions, Civil Society Organizations among others that profess to be fighting for the masses are ironically infested with corruption. Human Rights crusaders and professionals such as lawyers, journalists and academics get to political offices only to spit on the cause they fought for during their days in human rights activism.

Let us not forget, we have laws that guide us, our conduct and our behavior, in a country like ours, when the leaders who are meant to enforce the laws refuses to, are we to blame the followers for not enforcing law and order or blame a citizen for giving bribe when the officer himself knows that attempting to give bribe is a punishable offence by law but still collects it?. An audio tape was released of an alleged rigging of the Ekiti state 2014 elections, yet statement was supposedly released by the presidency that it would not investigate it, claiming the tape was forged. We also heard the case of the then aviation minister, Mrs. Stella Oduah who, allegedly bought bullet proof cars worth over 200million naira, yet the presidency did nothing about it till 3 months after the supposed incident before she was relieved of her duty. The Central Bank of Nigeria(CBN) then governor, had said $20billion was missing from NNPC audit account nothing was done about it till date, instead, the President GCFR sacked the governor when he had no constitutional right whatsoever to do so. Who are we to blame for all these? is it we the followers of which many have no iota of an idea about what is happening?

I can go on and on giving reasons why our leaders
are meant to be blamed but will like to stop here due to time factor.

I would also like to end this with q popular saying
that "With a rotten head, the body can not function properly, however with a good head, the body is left with no other choice than to perform"

Corruption is characterized by extreme immorality and dishonest exploitation of power or wealth for personal gains. Today, its modes are endless and exists in almost all spheres of the society and among all levels of authority. Gone are those days, when merit, ability, honesty and transparency, as I understand have meaning in Nigeria government. Things got worse when the cankerworm that has eaten deep into the fabrics of Nigeria, known as corruption was the order of the day. It has actually been a vermin that has been discouraging Nigeria from having an effective development. This, has made us to have what I call, I-care-for-myself-leaders, who wallow in self adulation and sycophancy and are never tired of asking for more benefits. My name is Danjuma, a student of ABU Zaria and I am supporting the motion that States: corruption is a social evil crippling our country Nigeria and our leaders are to be blamed for it.


Leaders in our education sector, need more rebranding, because they are the first set of people that will build on the foundation of pupils and students in the society. In the year 2012 and 2014, 112000 and 145,795 WAEC May/June result were withheld respectively and the major cause of this, is as a result of leaders I.e. Principals engaging in corrupt practices in the examination hall, in the name of maintaining
the level and standard of the school. This alone can destroy the future of the pupils, making them to have a wrong impression on what Education is about. Some lecturers also give students, answers to examination questions just because they were cajoled to doing so. All these acts will make pupils and students think that the only way to have success is through corruption and this, will make their foundation to be in jeopardy.
Don't be surprise that these students and pupils will certainly carry on with such habits, when they finally become leaders of ministries, societies, organisations and the nation a large. Which will definitely will be a threat to a nation's development and growth.



Furthermore, some of our leaders squander,public funds that ought to be used for the development of the nation. There are many cases of missing funds here and there, yet the leaders that supposed to bring justice to these cases are the ones covering up the cases, because they are also involved in it. We can't expect moral uprightness, if our leaders behave like this. Yet, these people are paid millions for lazing away in the hollow chambers, passing bills that do not directly or indirectly put food on the table of hungry Nigerians. The vexatious part of it is that these politicians vaingloriously and ostentatiously flaunt their I'll gotten money, which definitely makes the poor to be tempted and tortured financially. This, will only make the poor to have the intention of partaking in corrupt practices when they eventually find themselves in power.


Former aviation minister, Mrs Stella Oduah bought two cars, worth 1.6 million dollars, yet the government were silent about it, a renounced government official disguised himself as a woman in order to travel out from this country just because he is been hunted by the EFCC, but was eventually caught in the act yet our government officials who were in power then, pardoned him for the act. Our Vice Senate President erected a building worth millions of naira and the money he used for it was generally known to be a proceed of embezzled government fund, yet the government were also silent about his case.Even to the extend that one of our ex-president was seen commissioning the building. It is painful that our leaders that ought to be change makers have failed us by refusing to take necessary steps in curbing all the fraudulent activities exhibited by these politicians. It will certainly make citizens believe that they will be pardoned and allowed to enjoy their ill-gotten money if they are given the chance to lead in any government parastatal they find themselves in the nearest future.


Furthermore, my utmost perception of our leaders has changed and their integrity is in question. Our leaders have succumed to politics of parochial sentimentalism and terrorist groups in Nigeria are having control of the nation, due to the fact that these leaders have hypnotised into accepting to make moves that will only foster their activities in the society. Amnesty is a good idea promulgated by the government, but the government are not helping matter by the introduction of scholarships to any individual that brings a weapon and proclaim that he is a militant. Most of them don't utilize this opportunity and they eventually become something else when they get abroad. This act by the government will attract dishonest people to partake in such benefit. This is one of the little problem that will certainly promote corruption in the country


Also, book haram are not left out in this. A terrorist group that have killed thousands of people and have destroyed properties worth billions of naira are allowed to operate freely . Even when evidences are so glaring, our leaders in authority are not doing enough in ensuring that prominent and well to do individuals who are promoting this act are justified. This certainly will increase the rate of corruption in our country and the corrupt leaders will even have the temerity to do more.


conclusively, I am urging Nigerians to make sure our power that is our vote count, whenever there is an election.So that we can use the chance to vote for people who will bring about an effective change to the country and we should use it to flush out those leaders that take irrational decision and also who are incompetent to be in office. I believe with this our act.There will be hope for Nigeria.

We the followers take the most blame in the corruption crippling our dear nation.

Where there is greed, there is corruption. Corruption means "the willingness to act dishonestly for money, etc". A friend of mine use to tell me that 90% of Nigerians will act corruptly if given the opportunity, even the ones that criticize the government the most. Take a look around you; your everyday activities, the people you meet, the deals you get involved in. The things you have seen or heard; ranging from policemen taking bribes, the market women that reduce the size of their measuring device to make extra profit, the lecturers that take bribes and, to the students that give it, the admission process in our tertiary institutions, the people that are in charge of contracts, employment, West Africa Examination Council "miracle" centres, oil subsidy scam, ghost workers, pension scam, and so on. Are we not worse than our leaders?

It has been said that it takes two to tango. One (the leaders) cannot carry out corruption without the support of others (the followers) which means it is impossible for the politicians to be corrupt all by themselves without the help of the civil servants. Let us take a look at our previous elections as a case study; I will say the followers take the most blame in electoral corruption. At our previous elections, most of this politicians aspiring for a top political post got businessmen and some civil servants to sponsor their election campaigns, this businessmen or civil servants (followers) will need the politician if elected to the political post to make some decisions to favour them in the business market, award unmerited contracts to them, or pay them in double back which will require the politician loot making him/her corrupt. We followers sell our rights by collecting bribes to vote some of these corrupt politicians. In fact, the followers are the ones pushing the leaders into corruption because if the followers refuse to be used as a means of exchange, it will almost be impossible for a leader to partake in corruption. But the civilians are greedy, and the root cause of corruption is greed and greed does not occur on its own; it takes humans to be greedy.

Let us take a look at this nairalander experience at the NYSC in his post, NATIONAL YOUTH SERVICE CORPS: A SCHEME TO ELIMINATE IGNORANCE IN NIGERIA, I quote “...I was selected as the kitchen Head of Department and that day I got to know they level by which corruption had eaten deep into the nation. The staffs displayed a high level of greed that was beyond comprehension. In an environment where corpers were expected to feed well so as to meet up with the demand of continuous physical training, it was a shame that the sharing of food was seized by some staffs who took the double portions of foods and still amassed some to send to their respective homes. This left many corp members to sleep without food and with this many felt the government failed with respect to the provision of food on camp. To many Nigerians, the government is not living up to expectations but they are, in actual sense unaware that true corruption resides in the people of the grassroots."

A flashback of a scene at the University of Ibadan, the rule is a female student cannot spend a night at the male hostel, but unfortunately the hall warden caught a female student in my friend’s room, a disciplinary action is suppose to take place, but immediately the hall warden discovered it was this friend of mine, he died the matter. I asked him how come? You know what he told me? He said he has already bought his right. We (the followers) are scared to speak up against corruption, or challenge our leaders of being corrupt in real way. You what know why? We are part of the corruption. We have sold our right for bags of rice, some N1000, and so on. A bad follower will never make a good leader. Don’t you think the most blame is really on the followers?

THE FOLLOWERS SHOULD BE BLAMED FOR THE CORRUPTION CRIPPLING NIGERIA

Corruption is a complex social, political and
economic phenomenon. In philosophical , theological, or moral
discussions, corruption is the abuse of
bestowed power or position to acquire a
personal benefit. Corruption may include many
activities including bribery and embezzlement.
Government, or 'political', corruption occurs
when an office-holder or other governmental
employee acts in an official capacity for
personal gain. Corruption can occur on different scales. There
is corruption that occurs as small favors
between a small number of people (petty
corruption), corruption that affects the
government on a large scale (grand
corruption), and corruption that is so prevalent
that it is part of the every day structure of
society, including corruption as one of the
symptoms of organized crime ( systemic
corruption).
Though corruption started from the leaders, are the
people any better? They complain about bad
leadership buh some of these people sell their
votes to the highest bidder. How are you going to get
good leaders by selling your right ?- corruption.
Even in schools, people get grades, results,
admissions that they did not work for as students
because of bribery - corruption.
Even in our work places, the same thing happens.
while some graduates are suffering unemployment,
jobs are being kept for people that have not even
gained admission into higher institution.The same fate is exhibited in the movie and music industries.
Our slogan should read ''Nigerians are
the problems of Nigeria''. A friend of mine witnessed corruption
when he went with his mum to visit her friend that
works for one of these motherless children home. He said he
saw how these people share donations individual
give to take care of these kids and while the sharing
was goin on, they were discussing how PDP and
APC were destroying the country. I almost wept for the innocent
children - corruption undiluted.
Because Mary Slessor stopped d killing of twins,we all think that one
leader can stop corruption in a country without
the co-operation of the people. No matter how
good a country is, there is bound to be corrupt
people but the rate of corruption in Nigeria is too much. When a
person says ''since d leaders are corrupt, corruption
is the only way i can survive'' and 90 percent of the
people have this mentality, how then do we expect
corruption to stop?.I am not saying that the leaders are righteous but the people are forgetting
that they play a vital role in increasing
corruption.
The Government in Nigeria is the innocent mirror
of the nation. The quality of government and its
leaders, is simply a reflection of the collective
consciousness of all the people in Nigeria. In
some instances, leaders who came to power as
the champions of anti-corruption have themselves
been charged with being involved with levels of
corruption even more serious than those of their
predecessors. If the collective consciousness in
Nigeria is disintegrated and negative, and people
are not behaving in accord with Natural Law, then
problems and corruption will be an unavoidable
phenomenon of government. If, on the other hand,
the collective consciousness in Nigeria is positive,
integrated, and coherent, then the government will
not be influenced by any negativity. If the people
in Nigeria wish to be protected from corruption in
government, then they must create an integrated
collective consciousness.
People say if our leaders are willing to stop
corruption, people will cooperate. If the leaders go
to jail for their offences, an average
Nigerian will obey laws and orders given by lawmakers. How will the leaders go to jail wen the so called
judge is also corrupt. If d judges are not corrupt, then
the leaders will go to jail or is the corrupt judge not
part of the followers?. Until Nigerians realize that we are the ones
making life hard for ourselves, nothing will
change. Who are the Nepa officials that are not doing their
job?,Who are the police officers?,Who are the vice chancellors that are not
maintaining institutions well?,Who are the civil servants?,Who are those in ministry of Health Embezzling
money that is meant to maintain hospitals?,
Are they politicians? NO,they are Nigerians like
you and I displaying laxities in their duties. I can tell
that almost all nigerians take their duties both at
work and in the society at large with levity.
What they fail to always realize is that this laxity
of theirs is making a fellow Nigerian suffer
and the suffering they are going through as well
is also as a result of another Nigerian failing in
his duty. To top it all, they forget leaders or politicians are chosen out of them; thereby the leaders represent what they are. I can tell most Nigerians will also refuse to do their job if at all they also become a leader.
If the people in Nigeria wish to be protected from corruption in government, then they must create an integrated collective consciousness. Positivity and harmony should be so strong and dense in national consciousness that negative influences cannot penetrate it.Thank You.

Leaders in our education sector, need more rebranding, because they are the first set of people that will build on the foundation of pupils and students in the society. In the year 2012 and 2014, 112000 and 145,795 WAEC May/June result were withheld respectively and the major cause of this, is as a result of leaders I.e. Principals engaging in corrupt practices in the examination hall, in the name of maintaining
the level and standard of the school. This alone can destroy the future of the pupils, making them to have a wrong impression on what Education is about. Some lecturers also give students, answers to examination questions just because they were cajoled to doing so. All these acts will make pupils and students think that the only way to have success is through corruption and this, will make their foundation to be in jeopardy.
Don't be surprise that these students and pupils will certainly carry on with such habits, when they finally become leaders of ministries, societies, organisations and the nation a large. Which will definitely will be a threat to a nation's development and growth.

To me, A leader in this debate is someone that holds a political post or has a political power. The principals you mentioned there is still regarded as a follower. And don't you think, the students and parents share the most blame in your case there. We all know the parents must have collided with the principal of the school to carry out the act of corruption, and the students are willingly to be involved. So tell me who takes the most blame? Is it the government or the parents, teachers and students?

We say followers are to be blamed, yet institutions that are meant to fight corruption statutorily are themselves corrupt. The malfeasance of corruption
is so endemic that graft fighting bodies such as EFCC, ICPC, and CCB have become toothless bulldogs as their ranks and file have been weakened. Even the so called human rights activists, Labour Unions, Civil Society Organizations among others that profess to be fighting for the masses are ironically infested with corruption. Human Rights crusaders and professionals such as lawyers, journalists and academics get to political offices only to spit on the cause they fought for during their days in human rights activism.


You have no claim, proof or supporting evidence to this. Or do you?

In terms of infrastructure, series of avoidable deaths have occurred in the past. They range from road accidents due to bad roads, air mishap due to lack of proper regulation, among others. Nigerians, wallowing in poverty should be held responsible for that? Do we award contracts or construct roads?
The followers are to be blamed. Why?.:They present good proposals to the government just to get approval ,after getting the approval thy go behind and use substandard material for construction that make the buildings or roads not to last long and at the same time poses danger to inhabitants.
