Senate did not pass any law which makes the legal age to have sex 11. The law merely set the punishment of life imprisonment for raping anyone under 11.

 Current Criminal Code provides for life imprisonment for any person who has unlawful "carnal knowledge" of a girl under the age of 13.

Note the term "unlawful" in the criminal code. This exempts those who are married to a 13yr olds, for example.
