If you want that kind of loading speed, read the following:

1. <script> tag with no src attribute should be only one and should be placed before closing the body tag.
2. <style> tag in your webpages should not exceed one.
3. If your page use external js and css files, combine them to one and link to only one stylesheet and javascript file
3. Shorten your resources: Your html, javascript and css file should be short and readable.
4. Use CSS sprites to optimize your image file.
5. Enable the caching of your files (html, css, js, images etc) by setting Cache-Control and Expires HTTP header of every of your files.
6. Reduce the server response time of your webpages. Server may delay the client before responding due to slow database queries and others.
7. Avoid setting too many HTTP headers for your pages.
