Its no longer a case of who's to bell the cat, No rat wants to keep the cat as pet even though it has been belled.

My Opinion: There should be adequate and hastenend judicial decisions on these criminals and not just filling them up in prisons. This would reduce the number currently in prisons, enough to be housed in the North! Cus truly, no one wants a possibility of the Bokoharam virus.
