Can someone objectively state what Mr President meant by the comment above?

If the outcome of the Council meetings over the years have been very constructive and productive and the key outcomes as well as recommendations translated into Government policies at the Federal and state levels" as stated by Mr President, then why are Nigerians been told that previous administrations economic policies strangulated Nigeria and entrenched poverty instead of economic growth?

How come governors are unable to pay salaries as at when due and majority of the governors did not create economic prosperity to their various states after aiding and abating in emptying the national treasury through their Oliver twist mentality of sharing everything and anything they sniff out that is a cash cow to them despite the fact they were all members of the Council meetings that formulated these constructive and productive economic policies been applauded by Mr President?
