I don't think Igbo people can or should leave Lagos.

It was just plain satire, nothing serious in his comment except to evoke a few laughs. Ever heard jokes black people make on white people and vice-versa? Or when our comedians joke about one tribe, or a certain religious group...etc? This was only another joke. Don't get too worked up over nothing.
