most schools in norway are free tuittion . you only require blocked account. If you are lazy just read the last 6-10 pages. i believe all information you need is there

Alhamdulilah. Is this the admission letter?. I read on Uis website that I must pay the required amount wizhin 3weeks of recieving the addmissiom letter. And I must accept my offer before April 15

No you can't. Your best hope is a Bsc but most are not taught in English medium and the Norwegian Embassy does not grant visas to Nigerians coming for Bsc in Norway.

UiS said there is a delay in response to application cos of the virus but they would give all applicants response within June 3rd whether admitted or not.
Norwegian schools only admit once a year and applications usually open in December. You can still research more, you might be lucky.
