I'm of the opinion that we are the ones allowing illegal pratices in our governance, were rams put in the budget of the state? How is the governor financing it? If he puts the price of each ram at 1million naira, do we have the moral right to contest it in future?

But do you there is security budget for every governor and if some of them want to be liberal, can give out one third of the money to citizens in various ways without affecting the state regular budget in any way?
