Nope, the system wide dark mode you are referring to is just for some Google apps and some other apps like Instagram and apps that support dark mode. I cross checked with my friend using the mi 9 running Android 10,nothing of sort. Another person running on Android 10 should help confirm this.

Just activating the Dark mode is not all there is to it tho, There is a switch in the Deeveloper options to Force Dark Mode on all apps... That is when the full Dark mode takes effect in all the apps.. That is what is different with the Dark mode on Android 10

It depends on the one you got. I got the Chinese version, even after flashing a global rom it isn't certified. But I'm sure Global version user won't have such issues. I never ready, once I'm ready, na Magisk go run am for me.

Which phone and which charger are you using for fast/quick charge. Most atimes the problem lies on the charger or cord.
