The suppliers used their money to provide the fertilizers, your brothers and sisters collected it, and failed to remit the money to the government to repay the fertilizers suppliers. The reason that laudable program was aborted is because the suppliers were not paid so they couldn't restock and the farmers could not get a regular supply and their farm output plummeted.
