Nairobi if it collected taxes would make 8B or around 3 times what Lagos collect.Nairobi GDP wise is anything 1/3 to 1/2 of Kenya.Nairobi doesn't collect any taxes and remit taxes themselves to National gov.Our national gov collects 15B.You federal government collect around 10B.All you states collect around 4B with majority of it being 2.5b from Lagos.Now slowly add them up.Kenya taxes are nearly 16B inclusive counties.Your federal and state don't come near...hardly 15b.Lets not talk about AIA...in total Kenya revenues are like 20-21B dollars.Lagos plus federal plus oil struggle to get there.And we are repeatedly doing this every couple of pages.Youre just as thick headed as a block of wood.If you want to compare Lagos and Nairobi..show us how much Lagos makes from land rates,parking fees and business license.

I enjoyed my one and a half weeks holiday in ghana it was wonderful 24 hours electricity. I am now back in portugal.

All the nigerian banks in ghana as struggling big time. The banks doing well in ghana gcb and ecobank. Then you have stanbic bank standard chartered and barclays bank which are also doing very well in the real estate sector. It looks like people are not just banking with the nigerian banks. That's why they are finding it difficult to raise capital

Zenith bank has no branches even in accra their branches and very few. Gcb and ecobank I think the ones with the most branches

Nairobi County

Nairobi County raised total revenue of Kshs. 2,240.5 million from various sources against a target of Kshs. 2,743 million in the period March to June 2013. This amount excludes Local Authority Transfer Fund (LATF) of Ksh156.8 million received in the month of April 2013.

The Single business permit and parking fees remain highest revenue sources for the county. The money collected from local sources was spent at source which contravenes Article 207 of the Constitution. The county government received a total of Kshs. 489.5 million from National government as a grant of its share of revenue allocation for the period March to June 2013 for recurrent expenditure. The county also received Kshs. 61.6 million from the Transition Authority for development expenditure. The Nairobi County Assembly was allocated of the total amount of Kshs. 323.2 million and spent a total of Kshs.162.1 million while County Executive was allocated Kshs. 87.8 million and spent Kshs. 35 million. Financial Management services was allocated Kshs. 78.5 and spent Kshs. 73.6 million.

The County Budget Coordinator noted the following key factors that affected budgeted implementation for the period March to June 2013. These include shortfalls in revenue collections; Considerable amount of revenue expenditure was executed through imprest. This is a great concern due to the risk of cash handling and possibility of misuse. County treasury should exercise strict control on issuance and surrender of imprest.

The current requirement that imprest be surrendered within 48 hours must be strictly be implemented. Staff unrest caused by delays in salary payment has also affected budget implementation. The county is not sweeping the local revenue collection to the County Revenue fund which is in the Central Bank and staff salary arrears that have caused staff unrest.

To improve budget execution for the county government the county budget coordinator recommends that there is need for strict adherence to the Constitution and the PFM regulations to ensure prudent use of public resources and serve the public effectively
Nairobi City County Reports
During Governor Evans Kidero’s regime in 2016-17, parking fees were at Sh1.98 billion, rates Sh2.26 billion, SBP at Sh1.7 billion, billboards and adverts at Sh720 million, and building permits at Sh1.28 billion.

City Hall is set to lower the daily downtown parking fees from Sh300 to Sh200 in attempt to increase revenue collection.

In 2013, Kidero increased parking fees from Sh140 to Sh300 but during election campaigns last year, Sonko pledged to reinstate it to Sh140, which has not happened.

According to the 2018-19 County Fiscal Strategy Paper (CFSP) released early this year, Nairobi has not hit its revenue target since 2013 by between 20 and 25 per cent.

For the last four financial years, billboards and advertising has been the best performing revenue stream as per set targets, while building permits have been relatively poor.

Land rates have been persistently the largest revenue stream, generating Sh10.27 billion over the last four financial years.

Poor collection mechanisms, poor rates records and inadequate enforcement are some of the challenges the land rates sector faces.

High default rate on payments, weak enforcement mechanisms and slow pace of devolution of the SBP have been blamed for its poor performance.

The SBPs are issued for enterprises under The City of Nairobi (Licensing of Premise and Traders By-Laws 2007 ) that wish to operate within the limits of Nairobi city.

During pronouncement of the county budget in June, former acting Finance Executive Charles Kerich and Budget Committee chairman Robert Mbatia said the prolonged electioneering period and post-election protests in the capital affected the county’s revenue collection for 2017-18.

“We had like a whole seven months of campaigns and protests last year. During this time, people were not paying and there was no enforcement at all,” Kerich said.

In the just-ended financial year when Sonko came to office, the revenue collection rose from Sh200 million to Sh458.12 million in the first two weeks of September 2017.

He attributed the increase to automation of 134 billing services and sealing of corruption loopholes.“We have sealed all corruption loopholes. All unscrupulous traders and rogue county staff who think they will survive on corruption have been put on notice,” said Sonk
