Roads do not need to be paved.
They need to be MOTORABLE.
They need to be in good conditions.
1st is to expand the road network.
We are doing that....soon we will have about 350,000kms...that will be South Africa level of road density.
Then we make sure they are in good motorable conditions - even if it mean paving them with murram and gravel
Kenya county gov maintain our large road network.

Let me give practical example. This is my farm in kericho kenya

At front of my farm is national gov - feeder roader that is paved - by national gov.
Behind my property is a regularly maintained road - of murram - by county gov.

The inner roads are mostly for collecting tea leaves everyday in collection centers - and short distance to people houses.

Bottomline - You need EXTENSIVE MOTORABLE ROADS IN ALL WEATHER CONDITIONS - and that most important index

What would economic justification to pave a road that go into farms or animal parks?
Roads can be in good all weather conditions if it maintained.
Gravel or murram road in rural areas as long as it regularly maintained like Kenya is great.
Rural murram roads - leading to farms - every year or twice a year before the rainy season - they need a little touching, compacting and little more gravel.
Has the US paved all it's road - despite being so rich smiley
No - only Singapore and the likes - which are urban cities - paved all their roads.

Focus first on density - build bridges and all that. Improve connectivity. You got Nigeria situation where a bridge makes difference of 7hours on a journey to Abuja and yet they haven;t built it.

We beat Ghana in all road indicators...the rest are usual mad man ranting.

The trunk roads 40km - should be paved.
The main arteries and feeder roads should be paved.
But some will not make sense to pave.
We cannot pave roads to our animal parks for example.
For rural areas - it doesnt make sense to pave every road to the driveway or farms.
Those can remain gravel or murram roads...as long as it well maintanied.

So why are your trunk roads not paved?

WHy is only 6,000km of your highways paved?

Why are your feeder roads largely unpaved?

why are nairobi downtown roads dusty and muddy?

when you pave those, you pave road network will get closer to that of Ghana.

Because we dont have gold, oil, diamond and aluminium.
We have huge infrastructure deficit...but we are working on it.
The last 10yrs we have double our paved road from 11,000 to now about 25,000kms.
Our road network expanded from 160k to 240km..
Our road quality - has improved - many roads including unpaved are in fair all weather conditions.
