The provision of that constitution are for people who are into special covenant with God who are being used as a special vessel of salvation plan of God for all mankind.
They were given some of those instructions as a form of self defense because those were the option available then. Because Christ had not come.

Today we are Christians, hence we don't practice the old laws of sin and death. Raws of the Spirit and Life in Christ Jesus has set us free from the law of sin and death. Romans 8:2 For the law of the Spirit of life in Christ Jesus hath made me free from the law of sin and death.
Christ is the prince of peace, hence we are at peace even in time of war. We no longer kill witches because the price of death Christ paid has given us power to cast out demons and deliver the demon possessed.Mark 16:17.

In those days they were paying the price of sin with their sweat, hence they were violent. They wrestle flesh and blood. Today we are at peace with flesh and blood because Christ paid the price with his blood. We only wrestle the spiritual powers.
Someday people will pay the price of sin with their own blood.
