I didn't apply this recruitment, I just start following this thread not long ago.

By calculation, three years had gone and now remains a year plus.

The two agencies in charge of regulations for Nigeria’s upstream and downstream oil sub-sector, Department of Petroleum Resources (DPR) and Petroleum Products Pricing Regulatory Agency (PPPRA) will legally cease to exist in their current structures any moment from now,

President Muhammadu Buhari has already announced the formation of new agencies to take the place of the two.

Buhari has chosen the heads of the two regulatory agencies created following the adoption of the Petroleum Industry Act, according to a letter received exclusively by Platforms Africa to Senate President, Ahmed Lawan.

The President signed the Act into law last month, creating the Nigerian Upstream Regulatory Commission, (NURC), which will take over most of the upstream regulatory functions of the Department of Petroleum Resources, so replacing DPR as a primary regulator.

The PIA also calls for the establishment of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), which will be in charge of overseeing the country’s midstream and downstream petroleum operations.

The President has, in the letter to the Senate, nominated Gbenga Komolafe as the Chief Executive Officer of the Upstream Regulatory Commission. Komolafe is to serve for a period of five years. The position is also renewable once for another five years according to the Act.

Also, as a fallout of the PIA implementation, the President has approved the appointment of Mr. Sarki Auwalu as the Chief Executive Officer for the Nigerian Midstream and Downstream Petroleum Regulatory Authority.

If confirmed, Auwalu who is the current Director/Chief Executive Officer of the DPR, would serve as Chief Executive Officer of the Authority for five years. The position is also renewable once for another 5 years.

The PIA requires the confirmation of the Senate for the position of the Heads of the Authority and the Commission.

Buhari replaces nominated CEO of petroleum agency.

PREMIUM TIMES reported concerns that some powerful individuals were exploiting access to President Buhari to capture the upstream sector.

President Muhammadu Buhari has appointed Farouk Ahmed as Chief Executive Officer of the board of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NPRA).

Mr Ahmed, according to the president, will replace Sarki Auwalu, who was earlier named for the position.

The president had in a letter dated September 16, sought the Senate’s approval of Mr Auwalu’s appointment.

The president’s latest announcement was conveyed in a letter to the Senate President, Ahmad Lawan, as he sought the Senate’s approval of the new appointment.

The appointment comes barely three days after PREMIUM TIMES reported concerns by some Nigerians that some powerful individuals were plotting to get their favourite candidate to head the upstream petroleum regulatory agency.

However, in Mr Buhari’s new letter, no reason was given for the replacement.

He simply explained that the replacement request was duly in accordance with the provision of Section 34(3) of the Petroleum Industry Act 2021.


NPRA is one of the regulatory agencies established by the Petroleum Industry Act which was signed by Mr Buhari in July.

The National Assembly had passed the Petroleum Industry Bill (PIB) in July after several years it was sent to it.

Only God knows when the new directors will resume work...

And after confirmation, it's expected that their tasks should start forthwith.

This is no longer news since their Oga at the top does the same. The first reason I stated was even minor, the real issue was the power tussle between NNPC Group MD & Engr. SARKI over restoration of OMLs to ADDAX petroleum under PSC with NNPC.

NNPC GMD was backed up by Mr President while Engr. SARKI formed an alliance with the Minister of State for Petroleum Res. & one Anambra Oil magnate and entrepreneur who helped him secure the Director position. And that was how GMD knocked out the former DPR director through Mr President.

Engr. SARKI could have played it cool with his opponents under this regime. I’m sure those he retired would find this new development interesting.
