I think you got it all wrong . I will advise you go through statement again. A project was awarded during GEJ tenure, but start-up funds was not released, hence the project wasn't executed. The only question we should ask is " Why was funds not released for the take-off" The answer is there in ministry of works. I don't know why this Government is complaining.
