He needs proper rehabilitation so that he can be reintegrated into the society. Our society are quick to label someone, in his condition due to his past antecedent no one will offer him a job, even to acquire a skill he needs extra encouragement as it isn't going to be easy to adapt with his current physical condition. His community should adopt restitution in his case instead of retribution.

Reha...what? He decided his fate the day he started to steal. People have more pressing issues to worry about than trying to rehab a thief. If cutting off a hand couldn't make him stop, neither will prehab, rehab nor posthab.
