Ever heard of smugglers? They don't have business with the port... so having the owners of the cars pay for their wrong doing anytime it is detected, is a way of discouraging others not to follow that route..

So it is right for customs to collect egunje from smugglers and let them pass the border only to come to the streets to terrorize the end user?
