It is still an allegation and you don't sack someone based on the allegation. You suspend him or her pending the outcome of the investigation. And yeah, he may come back depending on the outcome.
You said almost all the ministers have been accused, that's blowing things out of proportion. Unless you are referring to Wike's allegation. The ministers serving in this administration have managed to stay out scandals so far. Kudos to them on that aspect.
