In my opinion he can also go through it n ASSENT (concur) to the contents of the documents and not necessarily be the one to ENDORSE (SIGN) it as he isn't by law empowered to do that. His signature on that wouldn't make it worth more than the paper on which it was signed on!

Last years budget was greeted with similar controversy when there was no due diligence from the executive arm...I think its better for the executive to err on the side of caution!

Buhari is the substantive president. Osibanjo is simply a coordinator. Buhari must sign the budget if he so wishes. An acting does not translate to the real. Osibanjoo only acts for his master and the master can decide what he wants his subordinate to do as long as he is in the right frame of mind. The constitution did not say Buhari must sign the budget in Nigeria. He can sign it wherever he is except in the grave. Buhari is still alive and as long as he is alive, Osibanjo has a limited remit. We should stop polarising the country and needs to call a spade a spade.
