He doesn't have to announce the sighting of the moon anymore as it becomes irrelevant, should the moon have been sighted on the 29th of Shaban which would have enabled Muslims to commence sawm the last day of Shaban then he can announce it but since that didn't occur automatically sawm begins on the first day of Ramadan with or without the Moon hence it is irrelevant to announce the sighting of the moon to commence on the first day of Ramadan.

It is unfortunate that some that haven't understood the tenents of Islam are doing wrong things in the name of piousness while in other instances some that are not even Muslims are doing wrong things in the name of Islam while in some other instances some that are Muslims are using Islam to fulfill their innate Vice penchants. It is the time we are born in and this is part of our test. Enlighten those you can with kind words and do your little dawah to spread the pure and beautiful tenets of this beautiful faith and may Allah grant you barakah. This taint on Islam started long during the time of the Prophet (SAW).
