Low Internally Generated Revenue (IGR) In Southeastern States: A Cause For Alarm by Nobody: 6:35pm On Jun 06, 2017
Its no news that the Southeastern states has a very low Internally Generated Revenue (IGR) when compared to other regions and the reasons are not far fetched. FG might have its share of blames but we need to look inside, identify our problems and solve them ourselves. The main culprits are:
1) Our leaders
2) Supporters of these leaders (both offline and online Media Crew)
3) Silence of our intellectuals and technocrats
Lets discuss these problems at the state level.

Enugu ( 2016 IGR- 14billion)
Before Ugwuanyi took over from Sullivan Chime, the IGR of Enugu state between 2013-2014 was 19billion but by 2016-2017 it has dropped to 14billion, while at thesame period the IGR of Ogun state rose from 18billion in 2013-2014 to 72billion by 2016-2017. There is no other person to blame than Ugwuanyi who has failed to attract or develop investment opportunities in Enugu state. Right now Enugu cannot compete with kaduna and kano states in terms of IGR. Funny enough when you highlight these problems online, his media crew, kinsmen and 042 faithfuls will attack you, you can confirm that in Enugu threads/forums.

Anambra ( 2016 IGR- 14billion)
When the "light of the nation" posts threads of Obiano signing MOU and commisioning factories, one would think that this state generates an IGR comparable to Lagos but alas it can only generate 14billion which is a slight improvement from 11billion it generated in 2013-2014. The state is blessed with intellects, politicians, billionaires and business men yet it is not industrialized. Anambrarians are quick to argue that the state offers a low-tax-scheme to indegious companies which I cannot verify for now, regardless it does not mean that Kwara state (with all due respect) should generate more we do. The state has the political strenght and population for masive industrialization yet no massive project/scheme is ongoing.

Abia (2016 IGR- 12billion)
A trip to abia state, Aba in particular will convince you of the enermous potentials abia state has. The human labour, skills and raw talents are there but unfortunately they are not developed to generate enough income for the state and country. The infrastructural and state government support are not there; the streets and market places are rowdy, roads are bad, no pedestrian sidewalks. Even if the FG has overlooked us, the state government can harness energy from within to spark development and industrilize itself. The past two Orji's have failed in this area, hopefully ikpeazu sees this and work aggresively.

Imo (2016 IGR- 5billion)
The situation in Imo state is a classical example of human capital flight "brain drain". Imo state has always lead the way in number of Jamb applicants, one of the top 3 Nigerian states in literacy level, highest number of civil servants as of 2015, top 3 in number of university graduates, but with all these educational and human capital prowess the states IGR is only comparable to taraba state- a northeastern region ravaged by boko haram. Its either the state leaders are siphoning money (through tax leakages) or there are no industial growth in the state. I once saw a thread were an Imolite was boasting that the state has the highest number of hotels in Nigeria (bar Lagos). Maybe if we focus on industries, then the human capital flight which has seen smart imolites leave the state will stop. Unfortunately the problem might continue if Rochas manages to install his candidate in the next gubernatorial elections.

Now thats a whimsical revenue, and to imagine that this state generated 11billion in 2014 makes it look more suspicious. Umahi obviously has some questions to answer with the drastic fall in revenue of his state, while other states were experiencing growths. It even seems like this governor had hired his own media crew to propagate false non-existing half baked projects. They started with an " airconditioned" stadium/event centre, followed by concrete roads (by taking pictures of one road from different angles) and non-existing water projects. Last week a journalist was beaten up for trying to reveal the true state of ebonyi in his facebook profile. To imagine that this state has massive potentials in agricultre and solid mineral developments, one can only wonder what is realy wrong with the present leaders and what the past leaders were doing. This state also has the least literacy rate in southeast yet we cant see any blue print in its educational sector, nor have we heard of any educational related activity from this our salt state

Although southeasterners are quick to argue that there are no "optimally functional ports" in the eastern region but neither are there ports in the northwestern are northcentral regions which has overtaken us in terms of IGR. There are thousand and one setups and projects that does reqiure port proximities (or import-export base commodity) and will still generate massive revenue for the region and more importantly improve our Human Development Index (another topic that will be discussed)
Lets look inside and hold our leaders responsible and make them accountable to us.

Someone from Enugu should please explain how the IGR of the state fell from 19billion to 14billion, Ebonyi 11billion to 2billion, 2013-14 to 2016-17 period

Interesting thread.

I didn't know that the government's main function is to maximize IGR. I always thought that the formal function of government was to maximize social welfare.

Here I was thinking taxation is just a means to an end and not the main objective of government. You learn stuff everyday.

States can not take care of any social need or welfare without money or revenue in form of IGR.

I was thinking a sensible writer would have compared IGR of other state with SE, appointments of other states with SE, number of other states in other regions with SE , government presence in other states with SE. Aba is more industrialised than Kano but what's the monthly allocation for Abia state?

Ofcourse government has to maximize IGR not necessarily by taxing the masses but by attracting and taxing companies, creating an enabling environment for these companies to function optimally. Revenues generated from these companies can then be used to create social amenties.

Seems like you dont get it, how will states make money if not by taxes paid by companies within that region. Where will states get money to construct roads, build schools, hospitals, pay and provide portable water.

1) Yes there are only 5 southeastern states, but we should not continue using that as an excuse.
2) If the FG does not want to help us, then we should help ourselves, we should not be spoon fed
3) If Aba is more industrilised than Kano then Aba should generate more IGR than Kano, dont confuse IGR with federal allocation.
Imo state federal allocation is higher than that of Ogun state yet Ogun state's IGR is x12 that of Imo state.

The higher the IGR of a state the poorer its citizens,except if the money is coming from companies,forcefully taken money from poor people in order for a state to massage its ego in a country where 70% of its citizens are living below poverty line is not way to go, in Arab world there is nothing like paying tax,yet they are better off.

Anambra ( 2016 IGR- 14billion)
When the "light of the nation" posts threads of Obiano signing MOU and commisioning factories, one would think that this state generates an IGR comparable to Lagos but alas it can only generate 14billion which is a slight improvement from 11billion it generated in 2013-2014. The state is blessed with intellects, politicians, billionaires and business men yet it is not industrialized. Anambrarians are quick to argue that the state offers a low-tax-scheme to indegious companies which I cannot verify for now, regardless it does not mean that Kwara state (with all due respect) should generate more we do. The state has the political strenght and population for masive industrialization yet no massive project/scheme is ongoing.

Abia (2016 IGR- 12billion)
A trip to abia state, Aba in particular will convince you of the enermous potentials abia state has. The human labour, skills and raw talents are there but unfortunately they are not developed to generate enough income for the state and country. The infrastructural and state government support are not there; the streets and market places are rowdy, roads are bad, no pedestrian sidewalks. Even if the FG has overlooked us, the state government can harness energy from within to spark development and industrilize itself. The past two Orji's have failed in this area, hopefully ikpeazu sees this and work aggresively.

Imo (2016 IGR- 5billion)
The situation in Imo state is a classical example of human capital flight "brain drain". Imo state has always lead the way in number of Jamb applicants, one of the top 3 Nigerian states in literacy level, highest number of civil servants as of 2015, top 3 in number of university graduates, but with all these educational and human capital prowess the states IGR is only comparable to taraba state- a northeastern region ravaged by boko haram. Its either the state leaders are siphoning money (through tax leakages) or there are no industial growth in the state. I once saw a thread were an Imolite was boasting that the state has the highest number of hotels in Nigeria (bar Lagos). Maybe if we focus on industries, then the human capital flight which has seen smart imolites leave the state will stop. Unfortunately the problem might continue if Rochas manages to install his candidate in the next gubernatorial elections.

Ebonyi ( 2016 IGR- 2billion)
Now thats a whimsical revenue, and to imagine that this state generated 11billion in 2014 makes it look more suspicious. Umahi obviously has some questions to answer with the drastic fall in revenue of his state, while other states were experiencing growths. It even seems like this governor had hired his own media crew to propagate false non-existing half baked projects. They started with an " airconditioned" stadium/event centre, followed by concrete roads (by taking pictures of one road from different angles) and non-existing water projects. Last week a journalist was beaten up for trying to reveal the true state of ebonyi in his facebook profile. To imagine that this state has massive potentials in agricultre and solid mineral developments, one can only wonder what is realy wrong with the present leaders and what the past leaders were doing. This state also has the least literacy rate in southeast yet we cant see any blue print in its educational sector, nor have we heard of any educational related activity from this our salt state

Although southeasterners are quick to argue that there are no "optimally functional ports" in the eastern region but neither are there ports in the northwestern are northcentral regions which has overtaken us in terms of IGR. There are thousand and one setups and projects that does reqiure port proximities (or import-export base commodity) and will still generate massive revenue for the region and more importantly improve our Human Development Index (another topic that will be discussed)
Lets look inside and hold our leaders responsible and make them accountable to us.

1) My interest is in taxes paid by companies not by taxing civil servants and small scale business owners. The likes of Ogun, Rivers and Delta states generate more by taxing big firms.
2) taxes paid by individuals in Arab world might be low simply because they have more oil than most nations and the fact that their population is not that high.
3) would you have Nigeria be like the Arab world (resource/oil dependent) or like Singapore ( manufacturing/service country) ?

I didn't know that the government's main function is to maximize IGR. I always thought that the formal function of government was to maximize social welfare.

Here I was thinking taxation is just a means to an end and not the main objective of government. You learn stuff everyday.

There is direct correlation between IGR and the financial health of a state/a country.
Healthy IGR could also be used as collateral for financial instruments.

You dont drain your pockets to raise your IGR. you raise your IGR by :
1) attracting foreign companies and investments
2) developing and supporting local technologies so they can create employment
3) converting raw materials to finished goods. Instead of exporting palm oil, rubber, crude oil and cocoa which are all found in abia state, the state can create public/private companies which can convert these raw materials to cream soaps, tyre, fan belts, petroleum product, and chocolate as the case may be. The list is endless when it comes to agric products.

That is what some people dont understand. The higher your IGR the more loans you cant get from banks to carry out massive projects. That is why Lagos state can access huge loans from the international community to construct roads bridges and railway lines.

2)states dont send their IGR to FG, rather they use it for themselves
3) FG cannot increase abia state IGR because it is not federal allocation (you are still confusing IGR with federal allocation)
4) so tell me how many FG projects in Ogun state?

learn the difference between IGR and federal revenue before qouting me again. And also research on how states can develop thier IGR without FG

Lagos was previously capital. It's infrastructure mainly developed by federal government, with resources from every other part of the country, just like is done in Abuja.

Lagos become the economic capital of Nigeria, favoured by the sea port, international airport, and boarders with other west African countries. Headquarters to all multinational companies in Nigeria, including oil companies.

SW states like ogun, benefit from close proximity to the commercial capital, hence the reason for most factories sighted there.

For the SE, we are on our own. Very few federal presence. No sea port, international airport not fully functional, little presence of multinational, and long distance to the commercial capital.

All this can be addressed by restructuring. Where we can take control of our resources , and have a regional development plan.

We can trade our resources for infrastructure, this will see a lot of new companies springing up in the SE in the area of Mining, oil and Gas, power etc.

This will even ensure steady power supply and low cost of manufacturing.
