Under restructuring Nigeria should be rezoned into 6 regions

Yoruba speaking region of SW+ Kwara + Kogi +Delta

Niger delta minorities

Igbo speaking region of SE and Igbo in old SS

Arewa of 7 Fulani states

North east of 6 States

Central excluding Yorubas in Kwara /Kogi

Restructuring isn't the solution but true federalism and resource control is. Until each state generates revenue and take care of themselves without putting pressure at the centre, different agitations will spring forth

Yoruba's are not land grabbers, the Deltans will decide how and what they want to be.

Their hope in creating more zones and more states is to even increase the cheating of Niger Delta of it's oil resources.

The first restructuring is fiscal federalism.

Niger Deltans must control their resources and pay 50% tax to the Federal government, as would every other region that has resources. So let us finally begin to mine the Lead in Zamfara and the Gold in Sokoto and pay 50% of the profit to the FG to share every state in Nigeria.

You will immediately see abookis that will argue 50% is too small for Niger Delta to pay as taxes to the FG and at the same time argue that 50% is too much for Fulani states to contribute to the center for sharing to other regions. grin grin grin grin grin grin They will want to contribute ZERO to the Federal Government but take the lion share of other peoples resources.

I think the 6 new zones should be:

NW: Sokoto, Kebbi, Kano, Kaduna, Katsina, Zamfara
NC: (Middle Belt) Niger, Nassarawa, Plateau, Benue, Kogi
NE: Yobe, Taraba, Adamawa, Gombe, Borno, Jigawa, Bauchi
SE: Imo, Anambra, Enugu, Ebonyi, Abia
SW: Lagos, Ogun, Ondo, Osun, Oyo,Kwara, Ekiti
SS: Bayelsa,Rivers, Cross River, Bayelsa, Delta, Edo

They should be the basis of federation.
Each zone can determine whether they want to keep the states or dissolve the states.
They should also maintain resource control and pay 40% tax to the federal government.
Each region can maintain law and order in the regions with regional police
Also, each region would have a seaport:
For example dredge the Niger River and have a seaport in Lokoja for the Northern regions.
as well as functional seaports in Lagos, Warri, PH, Calabar.
And functional international airports in Lagos, Enugu, Abuja, Kaduna, Kano, and Calabar.
And standard East- West Rail from Lagos -PH- Calabar
And inter-African rail from Kano to Khartoum-Cairo, Lagos - Accra, Calabar - Gabon
Walahi, if you do this coupled with reliable power supply Nigerian economy will take off.
That way Nigeria can increase her Market share from 250 million of Africa;s 1 billion population to at least 400 million Africans.

FG role will be limited to defence (with equal contribution of manpower from the regions), immigration, foreign affairs, judiciary (i.e. supreme court only- with each region contributing one chief justice), and maybe some sort of social benefit scheme.

All of this can be achieved in 4-7 years with 40-50 Billion dollars (if more money is needed, it can be financed through the sale of bonds)

The real problem with Nigeria is both over centralization and terribly weak states.We need to regionalize along the current geopolitical zones and probably also maintain the existing state structures.

Overcentralization in Abuja is the biggest problem. Why should Fashola as minister of works sit in Abuja and be responsible for the repairs of one small patch of road inside Eket or say Birnin Kebbi. Its a no brainer. Why should power be generated with gas in Port Harcourt and pumped all the way to Maiduguri when there is enough opportunity for solar power? Why do we need clearance from Abuja before Fulani herdsmen attack is responded to. Things would never work like this.

On the issue of weak states, a recent report indicated that 80 percent of the states were literally nonviable as they would all have broken down if not the FG interventions the got. Imagine these already weak states now having to take up the responsibility of the funding the Police, Trunk A roads and other major infrastructure, Power and others. It would be complete chaos.

The 6 geopolitical regions as they are would be the best template to operate. Fringe localities that don't feel like they are well placed would have the option of a referendum to determine where the should be.

To me, 50% is even too much for the Niger Delta to be paying as tax to the FG should there be true federalism. 20 or 30% is OK to me.
In the current system, the federal government even collects 52% and gives 48% to both the state and local governments.

You can carve Niger-Area into 36 zones and region, it does not resolve the issue of colonial contraption. It will be total disintegration or equally transplantation of federal entities such as Lagos and Abuja, including all military academies in the northern and western regions into eastern and midwestern regions. Ndigbo are above this silly bandage approach in curing a symptom. It will be total eradication. The insinuated approach is idiotically insincere and does not even scratch the issue of the subject matter.

You're confused.. You said Arewa 7 Fulani state yet you put Jigawa state in northeast instead of Northwest (Jigawa is formerly part of Kano State).

Secondly there is nothing like Fulani States: Gombe and Adamawa inserted in different region from the Fulani are the real Fulani not people of Kano and Kaduna. So how come we have Fulani region without Adamawa (The mother Fulani state).

It is either you change it to Northwest Nigeria (Make sure you put Jigawa) or you rename it to Core Hausa Speaking State.

There is no such thing as 'Yoruba speaking part of Delta'. Not a single part of the Delta speaks the Yoruba language. The Itsekiri language is slightly tied to the Yoruba language but that does not imply you, as a Yoruba fellow would pick every bit and pieces of the Itsekiri language.
